The basic income is the core of the universal welfare system as the income paid to all citizens without conditions or tests. These basic income guarantees are for translating the wages from the 'full employment' paradigm to the 'social needy labor' paradigm. Germany is an arena for discussion of current basic income guarantees. In the 1980s, Germany’s discussion of basic income was academic, journalistic, and enlightened. Those of the 2000s took steps to develop a clear policy model. The contents of this study introduce the concept of 'negative income taxis' and 'social dividend' as base models for the Basic Income Guarantee. Next, it analyzes the structure and function, as well as the intention, principles, and effectiveness of the German Basic Income Guarantee model for each division within each faction. In addition, controversial issues in those areas are handled. In conclusion, l judge that the core of a basic income guarantee is intended to strengthen the principles of redistribution of income and basic livelihood. Thus, l assume that the alteration of the core purpose in the existing models and its creative application could be applied to development of a Korean welfare state.

노동 패러다임과 복지 패러다임의 근본적 전환을 전제로 하는 기본소득은 국민 모두에게 아무런 조건과 심사 없이 지급하는 소득으로 사각지대 없는 보편적 복지의 핵심 제도이다. 이러한 기본소득보장은 기존의 ‘임금노동형 완전고용’ 패러다임을 ‘사회적 필요노동’ 패러다임으로 전환하려는 것이다. 독일은 현재 기본소득보장 논의의 각축장이다. 독일에서의 기본소득보장에 대한 논의는 80년대 저널적, 학술적, 계몽적인 토론 수준에서 2000년대 이후 정책모델 개발단계를 지나고 있다고 볼 수 있다. 이 연구의 내용은 우선 기본소득보장의 이해를 위해 용어와 개념, 그리고 부의 소득세(Negative Income Tax)와 사회 배당(Social dividend)의 기초모델 내용을 소개한다. 그 다음 독일의 보다 구체화된 대표적인 기본소득보장 모델들 ‘자민당(FDP)의 시민급여모델’, ‘디터 알트하우스(CDU 소속)의 연대적 시민소득’, ‘좌파당의 기본소득연방연구회 모델’, ‘녹색당의 기본보장’을 정파별로 구분하여 그 기본 취지와 의도를 근로의욕고취와 보장성 강화라는 측면에서 분석한다. 이를 통해 실현가능성의 한계로 현실적인 문제점도 몇 가지 점검해 보았다. 결론에서 기본소득보장제의 핵심 취지를 필자는 소득재분배원칙의 강화와 기본생계보장성의 확보로 보면서 현 단계 한국복지제도가 이러한 핵심 취지를 실현하고자 할 때 다양한 기본소득보장 모델의 기능을 변용할 수 있을 것이라고 본다.
