With the conclusion of Treaty Establishing a Constitution for Europe and the Treaty of Lisbon, the European Union implemented an integrated approach on federalism, and supra-nationalism. Accordingly, to the deepening of the integration, the perspectives of federalism and supranationalism have been brought up again. While another modified consolidation of state-centered integration is still be valid, even if the European Union's supranational nature is strengthened through a series of treaties since the 2000s. This state- centered integration theory was raised in a different context of the traditional intergovernmental perspective. The European integration has a distinguished structure of socialization and institutionalization between the nation states and supranational governance. From these points, this paper incorporates my idea of the complexity of the European Union it has been cause from confederal integration process in 2000s.

유럽헌법과 리스본조약 체결로 유럽연합은 연방주의(federalism)와 초국가 거버넌스 통합방식을 상당 부분 구현하였다. 이에 따라 국가간 통합의 심화를 주장하는 연방주의와 초국가주의 시각이 다시 제기되고 있다. 동시에 또 다른 시각에서는 2000년대 이후 일련의 조약 수정을 통해 유럽연합의 초국가 제도화가 공고화되어도 여전히 국가중심 통합이 유효하다고 설명한다. 이러한 국가중심 통합은 전통적인 정부간 협상이론과 차별화되는 유럽연합의 준연방적(confederation) 성격을 논하는 시각에서 제기되었다. 즉 유럽연합은정부간협력에따른통합의성격을갖지만이러한과정은전통적인정부간협상시각이제기하는국가간정치적합의이외에도사회화(socialization), 협력(cooperation) 및 형식 혹은 제도화(formalization) 성격을 내포한다. 이러한 점에서 본 논문은 이러한 유럽연합의 복잡성에 기인한 연방주의와 준연방시각을 분석하고 유럽연합이 다양한 논리를 함유한 융합적 거버넌스로 변화되고 있다는 사실을 제기한다.
