On 20 January 2013, left coalition comprised of Social Democrats and Greens emerged as a winner from the Landtagswahl(state parliament election) in Lower Saxony(Nidersachsen). The election was held in neck and neck competition as it was as important as a destiny's call for the leaders of the major parties prior to impending federal election in September. The significance of the election goes beyond the border of the Lower Saxony. To some degree, structures of confrontation between camps will be likely to repeat itself in the central political arena. It this regard, it is quite timely and relevant to analyse the state parliament election in Lower Saxony in order to understand current status of the German party politics and to speculate its future. For Lower Saxony is deemed a microcosm of the German central politics. Whether the current Chancellor A. Merkel can secure the three consecutive terms would not just depend upon her popularity. Extension of her term will be rather decided by inherent natures of German party system including ability to build a coalition. Lower Saxony was a proof to this. To better understand German politics, it is necessary to closely follow the changes and development of party politics and their power constellations. In 2013, Germany is looking forward a electoral season in situation where the competition between CDU and SPD with three to four minor parties are getting stronger. Election in state parliament in Lower Saxony was a mid-term examination. Increase in major actors will further make the upcoming federal election more complicated and competitive.

2013년 1월 20일, 팽팽한 긴장 속에 전개된 니더작센 주(州)의회 선거 결과는 사회민주당과 녹색당으로 구성된 ‘좌파 진영’의 승리로 끝났다. 2013년 가을의 총선이 임박한 가운데 치러진 니더작센 주의회 선거는 각 정당의 주요 지도자들에게는 정치적 운명이 결정될 만큼 중요한 것이었다. 니더작센 주의회 선거 결과의 의미는 단지 주차원에만 머물지 않는다. 선거 과정에서 드러난 진영(陣營) 간의 대결 구도와 양상은 중앙 무대에도 또 다시 반복될 가능성이 높다. 이런 의미에서 중앙 정치 무대의 축소판이었던 니더작센 주의회 선거에 대한 분석은 독일 정당정치의 현황을 이해하고, 이후의 독 일 정당정치를 전망하는 데 있어 시의적절한 연구 소재이다. 현 수상 메르켈의 3선 연임 여부는 개인의 인기도에 따라서만 이루어지지 않을 것이다. 집권 연장의 가능성은 오히려 연합정부 구성 능력을 포함한 독일 정당체제의 특성에 의해 결정되리라 본다. 니더작센 주의회 선거는 이를 입증해 주었다. 독일 정치의 이해를 위해서는 정당정치와 정당체제의 추이를 면밀히 추적해야 하는 이유가 여기에 있다. 2013년 독일 정당정치는 기민련과 사민당이라는 양대 정당에 3-4개의 군소정당이 치열하게 경쟁하는 구도 속에서 총선을 맞이하고 있다. 니더작센 주의회 선거는 이러한 정당체제 속에서 전개된 중간시험이었으며, 주요 행위자의 증가 등으로 인해 오는 연방하원 선거는 니더작센 주의회 선거보다 더욱 복잡하게 전개될 것으로 보인다.
