The object of this research is to find out the efficiency of the half-day care classroom and all day care classroom program in elementary school, through budget support and the improvement of students' academic achievement, and then estimate a proper budget and check the extent efficiency of budget support. In order to perform such a research topic, 38 elementary schools of day care classroom and 100 schools of the half-day care classroom materials in Jeollabukdo were investigated. Result of the school year 2011 National Assessment of Educational Achievement and the 2011 the school accounting and settlement data were examined. Analyzed how caring classroom budget investments effect academic achievement and that the urban and rural areas if there is any difference by using correlation analysis and the education production function. Research and analysis, first, general operating expenses in all day care classroom in rural areas is the high proportion of investigations, lower in teaching and learning expenses than half day care classroom. Second, the budget efficiency in all-day care classrooms and half-day care classroom, depending on the region, significant difference was not found. Finally, caring classroom efficiency in the analysis of academic achievement in the overall budget tended to increase according to school budget support increased in care classroom. In half-day care classroom, there was no difference in efficiency, according to the size of the school, likewise, and did not differ according to rural and urban efficiency, the achievement gap has not been found.

본 연구는 방과후 초등 돌봄교실과 온종일 돌봄교실 예산 운영이 효율적으로 이루어지는지 국가수준 학업성취도 결과를 통해 점검하고자 하였다. 구체적인 연구주제는 첫째, 돌봄교실 예산운영상의 문제점을 검토하고, 둘째, 각 돌봄교실 유형에 따른 예산운영의 효율성을 측정하고, 셋째, 학업성취도에 따른 지역 및 학교규모별 돌봄교실 효율성을 분석하고자 하였다. 이 주제를 수행하기 위한 연구 대상으로 전라북도내 온종일 돌봄교실을 시행한 초등학교 38개 모집단 전체와 초등 돌봄교실을 실시하는 100개교의 자료를 조사하였다. 조사 자료는 해당학교들의 2010～2012년도 학교알리미 데이터의 국가수준 학업성취도 평가 결과와 2011학년도 학교회계 예·결산 자료로 상관분석과 교육생산함수를 사용하여 예산 운영이 돌봄교실 유형별․지역별로 어떤 차이가 있는지 분석하였다. 연구 분석 결과, 첫째, 농산어촌지역의 온종일돌봄교실에서 일반운영비 비중이 높게 조사되었고 교수학습이나 강사비에 대한 집행이 시지역과 초등돌봄교실에 비해 적었다. 둘째, 온종일 돌봄교실과 초등 돌봄교실의 지역에 따른 효율성 지표의 유의한 차이는 존재하지 않았으나, 온종일 돌봄교실의 예산과 효율성간의 일관성 편차가 크게 벌어져 있어, 학교별 운영상황에 차이를 나타내고 있었다. 셋째, 학업성취도에 따른 돌봄교실 효율성분석에서 전체 예산에서 학교규모가 클수록, 돌봄교실 지원금 비율이 증가할수록 학교 효율성이 함께 증가하는 양상이 있었다. 돌봄교실 예산운영의 개선을 위해, 돌봄교실 사업에서의 표준교육비 예산 배분과 지역별 학급규모별 적정 돌봄교실 지원 규모 추정을 제안하였다.
