National Security is a precondition to be satisfied for existence of nation and people and in order to realize the value of liberty, equality and constitutionalism that are emphasized in modern society. And national security can be kept when invasion of the enemy is restrained and excluded by our national defensive strength. National defense carries out function to keep national security using defensive strength as menas for accomplishment. This study tried to deduct the useful conclusion by means of deductive reasoning about that sense of national security of people is a basis of defensive strength. To achieve this, this study used the relation of warfare and combat power as proposition, and the relation of combat power and sense of national security. Warfare is a fight between military powers(combat powers). And combat power is composed material combat power and mental combat power. These combat powers interact on each other. By the way, modern warfare shows an all-out war. In modern warfare, mental combat power come out from sense of national security of people. In particular, in prolonged warfare sense of national security of people is to say combat power. Therefore sense of national security of people is sine qua non so as to achieve a right to live of people, liberty, equality, and constitutionalism. As country reconize this, it has to devote itself entirely in order to keep national defense.

국가안보는 국가와 국민의 존재, 그리고 현대사회에서 강조되고 있는 자유, 평등, 법치의 가치를 실현하기 위해서 충족되어야 할 전제조건이며, 적의 침략을 억지하거나 배제할 수 있을 때 유지된다. 국가방위는 방위력을 수단으로 하여 국가안보를 유지하는 기능을 한다. 본 연구는 국민의 안보의식이 국가방위력의 근간임에 대해서 전쟁과 전투력, 전투력과 국 민의 안보의식 간의 관계들을 명제로 한 연역적 논리절차를 통해 유효한 결론에 도달하였다. 전쟁은 군사력(전투력) 간의 대결이며, 전투력은 물질적, 정신적 전투력으로 구성된다. 그 리고 이러한 전투력은 상호작용하게 되는데, 총력전의 양상을 띠는 현대전에서 정신적 전투 력은 국민의 안보의식으로부터 나온다. 특히, 장기전쟁 하에서 안보의식은 곧 전투력이 되므 로, 안보의식이 국민의 생존권과 자유, 평등, 법치 등의 가치를 보장하는데 필수요소임을 인 식하여 국민의 안보의식을 제고하기 위한 정책적 노력이 경주되어야 할 것이다.
