An empirical study on examining the haphazard land use pattern due to unplanned locations of industrial firms at the urban fringe

The spatial clustering of unplanned, leapfrogging establishments of manufacturing firms in urban fringes has generated considerable negative externality such as the increase of social cost due to the deficiency of key infrastructure such as road, the pollution of surrounding environment and the frequent rise of conflicts with residents in neighbouring areas, etc. Since the introduction of semi-agricultural zoning system in 1995, the industrial urban sprawl tendency has been severly accelerated, intensifying the problems derived from the haphazard land uses and the consequent spatial clustering of footloose locations of factories. There has been many discussions emphasizing that the individual manufacturing firms needs to be collectivized by, for example, designating semi industrial complex targeting the areas of manifesting industrial sprawl. This study aims at empirically examining the spatial diffusion process of industrial sprawl over urban outskirts to identify the localities with potential problems due to the spatial clustering of the footloose locations of factories. Spatial statistical model was developed to this end, and it was empirically applied to the City of Hwasung, Gyonggi-Province, Korea. Based on the analysis results, some applicable policy tools was discussed to the sprawled areas to mitigate the potential problems.
