A Study on the Assessment and Implications of the Dutch ABC Policy

This study investigates the effects achieved by implementing ABC- location policies over the last two decades. One of the main goals of the Dutch ABC location policy was to reduce the growth in car traffic and to promote public transport use. For some city, like the Hague proved that both the improvement of public transport supply and land use control can be effective. The assessment of the ABC policy shows that the ABC poses no significant mobility changes. Municipalities are not obliged to apply the strict ABC parking restrictions. The ABC policy changed to a more flexible location policy that besides accessibility, the economic development, environmental quality and livability were included. After assessing the ABC policy the author suggests implications for Korea. For reducing car traffic is to encourage policies that better coordination between the planning of transportation and land-use. For optimal location policy making, the coordination among various stakeholders is keenly necessary. Because the mode choice is made by trip maker, mobility management measures like LEM is needed that can effectively change the travel behavior.
