License fee, which is directly paid by the people, is the financial foundation of the public broadcasters. The current study aims to provide a proposal for licensee fee collection system reform, based on the analysis of the current license fee collection system. There are several inconsistences and shortcomings of the current system. While the current collection system requires a viewer to register a TV set, and report subsequent alteration or removal of the TV set, the imposition of license fee is not directly related to the requirement. In addition, the license fee imposition that fails to reflect changes in media environment, unreasonable fee calculation standards, imbalanced exemption system, ambiguous regulations on deferred payment, additional charges, and penalty need to be reformed. In order to improve the current system, we propose abolition of TV set registration requirement, reform of alteration and removal report provision, an improved license fee imposition system suitable for the digital multiple platform environment, balanced exemption standards, and amendment of the current laws and ordinances to guarantee consistence.

공영방송의 재원적 토대는 국민들이 직접 지불하는 수신료에서 비롯된다. 이 연구는 공영방송이 수신료를 부과하고 징수하는 일련의 과정, 시청자가 실제로 수신료를 납부하는 과정을 규정한 현행 법제도의 현실적 문제점들을 분석하고 개선 방안을 제안하고자 한다. 현행 수신료 징수 체계는 시청자의 수상기 등록ㆍ변경ㆍ신고 의무를 근본으로 하고 있으나 실제 수신료 부과는 이와 무관하게 이루어지는 문제점을 지니고 있다. 또한 변화하는 미디어 환경을 반영하지 못한 수신료 부과 대상 규정, 불합리한 수신료 부과 기준, 수신료 면제 대상의 형평성 문제, 체납액 및 가산금ㆍ추징금 규정의 모호성 등이 문제점으로 대두된다. 이를 개선하기 위해서는 수상기 등록제 폐지와 변경ㆍ말소 신고 제도 개선, 디지털 멀티플랫폼 시대에 부합하는 수신료 부과 대상의 설정, 수신료 면제의 형평성과 법적 일관성 확보 등을 위한 법령 정비가 필요하다.
