This study looked into the importance of safety in holding large-scale international sports events, and analyzed safety threat factors of Pyeongchang Winter Olympic Games that could be caused by recent situations of the Korean peninsula and changes of international environments. Also, the study carried out researches on Gangwon Province's roles that have been alienated from discussions on safety measures, and which developmental ways could be grouped through such role performances too. In relation with research results: First, about 5,400 private security guards would be required in Pyeongchang Winter Olympic Games, safety measure duties of the organizing committee have to be regulated so that the duties could be carried out with Gangwon Province commonly by revising Article ⑥ of Chapter 3 (Counter terrorism and Safety measures etc) in｢Special Law Enforcement Ordinance for supporting 2018 Pyeongchang Winter Olympic Games and The Disabled Winter Olympic Games｣. And a provision is necessary to be described legislatively such like manpower of private security companies within Gangwon Province shall be recruited preferentially after revising present laws. Second, in order to fostering security-related industries, manpower security industry for holding the games have to be included to human security industry, and local residents shall be employed first, and further various tax benefits to the industries have to be given by revising Chapter 65 of ｢Special Law for Supporting 2018 Pyeongchang Winter Olympic Games and The Disabled Winter Olympic Games｣. And great profits to the local economy could be occurred as new growth industry if including Wonju City to Winter Olympics Special Zone, transforming the corporate city complex in Wonju City into security industry one, and then attracting companies and providing various tax benefits. Moreover, if clearly describing an article such like the security facility field could be included to games-related facility projects too, and regulating special favors on the local economy into natural advantages, this would become an important moment of being able to bring up the security industry as well. Thirdly, Wonju Airport has to be designated to olympics secondary airport, and governmental supports on Yangyang shall be secured. Fourthly, policy forces for the games have to be ensured early, and self-governing police system similar to Jeju Island shall be introduced as soon as possible through enacting ｢Special Act for Installing and Composing Gangwon Special Self-Governing Province｣. 2018 Pyeongchang Winter Olympic Games can be an important chance or risk factor to Korea and Gangwon Province at the same time. Therefore, methods of letting Gangwon Province participate in the winter olympics as a subject of securing core safety shall be made speedily in addition to countermeasures of government-wide dimensions during remaining approximately 6 years. In addition, the way of activating the stagnated local economy has to be explored through rearing relevant new growth industry.

이 연구는 대규모 국제 스포츠 행사에서시 안전의 중요성을 검토하고 최근의 한반도 정세 및 국제적 환경의 변화에 의해 야기될 수 있는 평창 동계올림픽에서의 안전위협 요인에 대하여 분석하였다. 또한 이를 통해 안전 대책의 논의에 있어 소외되고 있는 강원도의 역할은 무엇이며, 이러한 역할수행을 통해 과연 어떠한 발전적 활로를 모색할 수 있는지에 대해서도 연구를 수행하였다. 연구결과, 강원도의 역할로는 첫째, 평창 동계올림픽에서는 약 5,400명 정도의 민간경비원 필요할 것으로 추산되므로 ｢2018 평창 동계올림픽대회 및 장애인동계올림픽대회 지원 등에 관한 특별법 시행령｣ 제3조(대테러·안전대책 등)의 ⑥을 개정하여 조직위원회의 안전대책 임무를 강원도와의 공동임무로 규정하고 법령을 개정한 이후에는 강원 지역 내 민간경비 업체의 인력을 우선적으로 충원한다는 사항을 입법적으로 명시할 필요가 있는 것으로 나타났다. 둘째, 강원지역의 신 성장 동력으로 보안 관련 산업을 육성하기 위하여 ｢2018 평창 동계올림픽대회 및 장애인동계올림픽대회 지원 등에 관한 특별법｣ 제65를 개정하여 대회 개최를 위한 인력경비 산업도 특구사업에 포함될 수 있도록 하고, 지역 주민이 우선 고용될 수 있도록 함과 동시에 이들 기업에 다양한 세제혜택이 주어지도록 해야 한다. 또한 지역 내 대학 관련 학과에 대한 재정적 지원을 통해 전문 인력을 양성하고 이들을 우선 채용할 수 있도록 해야 한다. 그리고 동계올림픽 특구에 원주시를 포함하여 원주시 내의 기업도시 단지를 보안 산업 단지로 전환하고 이를 바탕으로 기업을 유치하고 다양한 세제혜택을 제공한다면 신 성장 산업으로 지역경제에 큰 이익이 발생할 수 있을 것이다. 아울러 관련 법령을 개정을 통해 보안시설 분야 역시 대회관련 시설사업에 포함된다는 내용을 적시하고, 지역기업에 대한 특혜를 우대가 아닌 의무사항으로 규정한다면 이 역시 보안 산업을 육성할 수 있는 중요한 계기가 될 수 있을 것이다. 셋째, 대회 안전 확보를 위해 원주공항이 올림픽 보조공항으로 지정되도록 하고 양양공항에 대한 정부지원을 확보해야 한다. 넷째, 대회에 필요한 경찰력을 조기에 확보하고, 동계올림픽 이후 강원지역의 치안수요 증대에 대비하기 위하여 가칭 ｢강원특별자치도 설치 및 조성을 위한 특별법｣제정을 통해 제주도와 유사한 자치경찰제를 조속히 도입해야 한다. 2018 평창 동계올림픽은 대한민국과 강원도에 또 하나의 중요한 기회임과 동시에 위험요인이 될 수 있다. 그러므로 약 6년 정도의 남은 준비기간 동안 범정부적 차원의 대책마련은 물론 강원도 역시 이번 동계올림픽에서의 핵심적인 안전 확보 주체로 참여할 수 있는 방안을 조속히 마련해야 할 것이다. 또한 관련 신성장산업의 육성을 통해 침체된 지역경제를 활성화시킬 수 있는 방안을 모색해야 할 것이다.
