As you may well know, North Korean defectors entering South Korea have exceeded 20,000 people since the 1990's. Especially, while they are learning to adapt to the new society, their admiration and hope for the new country is turning into disappointment, and while they are learning South Korea's capitalism, the rate of turned refugees into criminals is on the rise as they become prisoners of distorted mammonism. In this process, North Korean refugees may become marginalized and be forced to harbor extreme hostility toward the South Korean society, thus driving them to commit hate crimes. Furthermore, social phenomena that may threat national security such as North Korean defectors returning to the North, an act that may benefit an enemy, are already taking place. However, what is worse is that the number of the security police assigned to help protect them is no more than 800 people. Allowing for the number of defectors reaching almost 24,000 people, we can easily assume that one police officer is in charge of more than 30 refugees. Unfortunately, the police is under mounting burden of not only protecting the safety of the refugees but also responsible for conducting counterintelligence activities to hunt down possible spies and for uncovering criminals who may threat security of the nation. The research made following policy proposals in order to achieve the purpose of planning to enhance the capability of the security police to prevent social deviance of North Korean defectors. First, it is necessary to reestablish the role of security officers. Second, it is desperately needed to assign a customized security officer. It is important that each refugee is placed with an appropriate person by his or her gender, age, religion and other various factors to meet the needs of an individual defector. Third, it is urgent to enhance professional education of the security police. Fourth, it is an essential prerequisite to increase the number of the security police. Finally, we suggested as an alternative that it is a priority to build up a local network lead by the security police.

주지하는바와 같이 1990년대 이후 북한에서 남한으로 입국하는 북한이탈주민들이 2만여명을 넘어서고 있다. 특히 이들이 남한에 적응하는 과정에서 우리 사회에 대한 동경과 희망이 실망으로 바뀌고 남한의 자본주의를 체득하는 과정에서 왜곡된 배금주의의 포로로 전락하는 등 범법자로 전락하는 비율도 증가추세에 있다. 북한탈북자들이 우리 사회에 적응하는 과정에서 그들을 대상으로 하는 사기사건도 속출하고 있는 등 신변보호문제도 큰 과제인데 이들의 신변을 보호하도록 지정된 보안경찰은 8백여명 수준이다. 북한이탈주민이 2만 4천여명임을 감안하면 1인당 30여명을 담당하고 있다. 이들은 신변보호업무뿐 아니라 간첩색출과 같은 방첩활동, 안보위해사범 적발 및 각종 사건사고를 해결해야 하는 등 업무가 가증되고 있다. 본 연구는 북한이탈주민의 사회일탈 예방을 위한 보안경찰의 역량 강화 방안이라는 목적을 달성하기 위해 다음과 같이 정책제언을 했다. 첫째, 신변보호담당관의 역할 재정립이 필요하다. 둘째, 맞춤형 신변보호담당관의 배치이다. 북한이탈주민들의 성별, 연령별, 종교별 등 각종 특성에 맞는 맞춤형 신변보호담당관의 배치가 중요하다. 셋째, 보안경찰에 대한 전문화교육의 강화가 시급하다. 넷째, 보안경찰의 인력증원이 선행되어야 한다. 다섯째, 보안경찰 주도의 지역네트워크 모델 등이 필요함을 시급한 대안으로 제시하였다.
