This study is aimed to provide information to upgrade the efficiency of local tourism policies by analyze the system of tourism implementation in the local self-governing province of Jeju. 10 million foreign tourists visited in this year, 2012. Korean local governments have tried to attract more and more tourists in their places. Local governments create organizations, departments and agencies etc in public and private sector which are charging the tourism affairs by supporting public financial and administrative assistances. Local governments have to have abilities to moderate and control the policies over the entities implementing in many agencies the tourism affairs. This research take a Jeju province as a case study of the tourism implementation system of local government. The results of this study revealed that the system of policy implementation of the local tourism is so complicated across the entities doing public tourism affairs. This study suggested that it needs a control tower to hormonize the policies by implementing at many agencies, moreover overlapping tourism policies in some cases. The control tower will minimize the inefficiencies of tourism administration and lead to a cooperation between entities. Holistic and comprehensive tourism management will bring about regional economic development.

외래관광객 1,000만명 시대를 맞이하여 지방자치단체들은 관광객 유치를 위해 행․재 정적 지원을 아끼지 않고 있는 현실이다. 본 연구는 사회․경제적 환경에 맞게 지방관광 행정기구(예, 관광공사, 컨벤션뷰로)를 새롭게 만들거나 확대개편하고 있는 상황에서 다 양한 지방관광행정기관들에서 추진되고 있는 역할과 기능을 분석하여 지방관광행정의 효 율성을 제고하고 지역경제활성화에 기여할 수 있는 정보를 제공하고자 한다. 지방정부는 다양한 공적영역에서 추진되고 있는 유사 관광정책과 사업들 간의 조정력 이 무엇보다 중요하다. 이러한 측면에서 관광산업이 지역경제에서 차지하는 비중이 매우 높은 제주특별자치도의 관광행정추진조직을 대상으로 추진 주체별 업무의 성격과 기능에 따라 관광정책을 분석하고 이를 토대로 이해당사자간 협력적 네트워크 구축을 위한 지방 정부의 바람직한 대처전략을 제시하고자 한다. 분산형 관리체제의 효율성을 높이기 위해서는 이들 기구간의 업무를 조율하고 통합할 수 있는 컨트롤 타워의 기능과 역할이 요구된다고 할 수 있다. 컨트롤 타워는 유사중복 업무를 최소화하여 행정의 비효율성을 감소시키고 각 기구에서 추진하고 있는 사업들 간 의 협력과 조정을 유도하는 기능을 수행함으로서 제주도 관광정책의 종합적이며 통합적 관리를 통한 공공관광정책의 효율성을 극대화하고 지역경제발전의 원동력으로 활용할 수 있도록 하여야 할 것이다.
