In the wake of financial crisis, new patterns of investment are expected to emerge. Unless new investment models are established, it will be difficult to draw investors to development projects. This study is to identify possible new investment models for Saemangeum area where large-scale tourism projects are pursued. Methods of analysis of this study were selected qualitative analysis methods. The study showed the following results: First, anyone can be a potential investor in the future. In other words, a project managed and operated by a company specialized in the related field by forming a special purpose corporation like SPC can succeed. Second, a new investment model should be a system where investment risks are shared not by a single company but by various companies, which allows investorsto have reduced investment or management risks in accordance with their share ratio. Third, continued efforts to improveinvestment models should be made to attract stable investments. Considering the fact that a large-scale project usually requires lots of investment costs, more supplementary measures should be taken to enter a stable level.

금융위기 이후 기존의 투자방식보다는 새로운 투자유형이 나타나게 될 것이다. 역으로 보면, 새로운 투자모델이 구축되지 않는다면 개발사업에 있어서 투자유치가 갈수록어려워지는 상황에 직면하게 될 것이다. 본 연구대상은 대규모 관광개발사업을 추진하고 있는 새만금지역을 대상으로 어떠한 투자 모델을 이끌어내어 투자유치가 활발하게 진행될 것인가를 연구하였다. 본 연구의 분석방법은 정성적인 분석방법을 선택하였다. 연구 결과는 앞으로 개발사업 투자자는 누구나가 될 수 있다는 점이다. 즉, SPC와 같은 특수목적법인을 설립하여 관련분야 전문기업이 관리 운영하는 사업은 성공할 수 있다는 것이다. 둘째, 새로운 투자모델은 자금의 리스크를 하나의 기업에서 부담하지 않고 여러 기업에서 부담하여 분산시키는 시스템이다. 기존의 일방의 기업의 투자방식에서 투자금을 지분비율만큼 부담함으로써 투자위험이나 경영위험을 줄이는 결과를 가져올 수 있다. 셋째, 안정적인 투자를 유도하기 위해서는 지속적인 투자모델을 개선하는데 노력해야한다. 대규모 개발사업의 특성상 많은 투자비가 소요되는 만큼 더욱더 보완을 통해서안정화 단계를 갖추어야 한다.
