This study is undertaken to analyze the mutual relativity between the basic management territories of the project under the point of view of the supplier for the Software development project and propose the project flexibility management technique with the risk control m1 technique for schedule and cost control following the project change for each phase as well as the project flexibility. The purpose of this study is to propose the model with the empirical integrated risk m1 decision making model with empirical integration as required for the project manager and the project control committee. The standard of project success is facilitated by the standard defined by Standish Group, and the standard of the project control is composed with the project control unit for each phase in reference to the phases of SW development part as defined under Software Engineering White Book. In order to measure the reliability of the questionnaire elements through each analysis, the chronbach’s Alpha Coefficient was used. And in order to analyze the priority sequence of the project flexibility, the dual comparison is made between the base territories of the project to use the AHP analysis technique to calculate the priority sequence. For the statistical analysis of the influence made on the project outcome, the project risk control has undertaken for t-test and ANOVA analysis for each project type, customer industrial group, development type, participation type, project scale and project schedule. The analysis of difference for each detailed characteristics of the project and the correlation analysis of each factor are undertaken with the summary of analysis result. First, the project has the influence level influencing on the certain compliance project was greatest irrelevant to the performance time, followed by the range compliance and cost compliance. In addition, the level of influence on the project outcome for each detailed characteristics of the project display the same dispersion with the exception for the participation type. The project control standard line through the flexibility of the project is most influenced on the schedule modification, and following the project participation type, it is analyzed to have the noticeable difference in the control outcome. The project control standard line is proposed for the flexibility for the project success standard, and it has established for the immediate response strategy on the dynamic risks, and the decision making model is proposed for solving the contradiction or conflict of the evaluation result.

본 연구는 소프트웨어 개발 프로젝트 및 프로젝트관리에 관한 문헌조사를 통해 위험관리에 관한 연구 동향을 분석하였고, 유용한 데이터를 수집하였다. 이를 바탕으로 프로젝트 유연성 분석을 통한 계층모형을 설계하였으며, 계층분석기법을 활용하여 프로젝트 변경요인에 대한 통제 우선순위를 상대적 및 단계별 중요도를 통해 도출하였다. 또한 프로젝트 세부특성별 중요도를 비교 분석함으로써 프로젝트 유연성을 통하여 위험통제의 중요도를 살펴보았다. 연구결과 프로젝트 유연성은 계획단계 및 실행단계는 일정준수가 프로젝트 통제기준으로 가장 중요도가 높은 관리영역으로 나타났다. 단계별로는 구현단계 이전은 일정변경이 프로젝트 성과에 미치는 영향이 가장 큰 관리영역으로, 테스트 단계 이후에는 일정변경보다 범위변경이 프로젝트 성과에 미치는 영향이 가장 큰 것으로 인식되었다. 또한, 프로젝트 세부특성별로는 공공 산업군에서는 타 산업군에 비해 범위준수가 일정준수보다 중요도가 높게 인식되었으며, 프로젝트의 규모 및 일정이 작은 규모(규모-소규모, 중 규모, 일정-단기, 중단기)의 프로젝트에서는 계획단계에서는 범위준수가, 실행단계에서는 일정준수가 가장 중요한 관리영역으로 인식되어 프로젝트 유연성 통제기준의 차이를 나타냈다.
