This study was to analyze the development process of Haeundae Marine City which is center of High-rise residential building in Busan and was constructed in reclaimed land. With this it considers a sequential process of district unit plan on four step constructed High-rise residential complex in commercial facilities. And then it discovers the fact that the layout and plan of apartment was influenced by outlook over the sea. It has significance to understand influence factors of layout and plan appeared by changing of prospect right in a development process. This study will help the design of layout and plan for a prospect of outside on development of apartment complex.
