Exact forecasting for teacher demand is a hot issue in Korea. Statistical approach cannot forecast the exact demand in Korea where teacher policy is changed rapidly and the government decide the demand. This study defines the effects of policy changes in elementary school teacher demand. For this purpose, this study analyzes the limitations of the statistical approach in Korea. The variables that effect the demand can be categorized as 'natural variables' and 'policy variables.' The natural variables mean the variables such as birth rate and retirement that cannot be changed with a short term policies. The policy variables means policies that effects elementary teacher demand. The policy variables are categorized as educational condition, teacher's work load, non-homeroom teacher policies, school size, teacher welfare, newly launched policies, and social changes variables. This study analyzes the effects of each policies on elementary school teacher demand. It is suggested that the government should decide policies that will effect the demand 4 years ahead. It seems this is the only way to meet the demand and the supply for elementary school teachers.

교원 수요에 영향을 미치는 상황이 급변하고 있고, 이에 따라 정책이 크게 변하고 있어서 정책 변인 변화에서 예측에 도움을 주는 추세를 찾기 어려우며, 수요 결정 주체가 분산되어 있는 상황에서는 일정 추세를 가정하는 통계적 기법에 의한 수요 예측 방식은 큰 도움을 주기가 어렵다. 따라서 이 연구는 우리나라 초등교원 수요에 영향을 미칠 수 있는 제반 정책 변인을 추출하고 이를 유형화하여 제시한 후 각각의 변인과 초등교원 수요와의 관계를 분석하였다. 정책 변인의 종류를 추출하기 위해 기본 체제 모형을 활용하였다. 체제 모형에 의해 도출된 다양한 변인을 관련된 정책끼리 묶어 교육 여건 변인, 교사 부담 변인, 비담임 교사 변인, 소규모 학교 정책, 교사 복지 관련 정책, 조만간 도입이 예측되는 정책, 그리고 초등교원 수요에 커다란 영향을 미칠 정책 변화를 가져올 미래 환경 변화 등 7 가지로 유형화하고, 이 각각의 변인이 초등교원 수요에 미치는 영향과 그 영향을 예측할 때 고려해야 할 사항 등을 구체적으로 살펴보았다.
