This study analyzes the opinions of teachers and parents on teacher grievances and on the role of teacher organizations. The data was collected basically through a questionaire survey. Respondents included 592 teachers and 421 parents in kindergartens and primary, middle and high schools. Statistical analyses of multiple regression was conducted to analyze the relationship between sampled groups' responses on teacher grievances and expected role of teacher organizations. The results of the analyses show that teachers and parents both showed grievances dissatisfaction on teacher' salaries and benefits, administrative burdens, poor research environment and teacher rights. Teachers tended to express stronger sentiments of grievances, as compared to parents. Sampled respondants, both teachers and parents, asserted that teacher organizations need to expand their roles, and especially for more efforts to improve schools' teaching and learning conditions. Teachers generally expressed strong dissatisfaction on policies of education authorities, limited opportunities to participate in school management, and on wages and benefits. These sentiments seem to be influencing the responses and expectations on various roles that teacher organizations were expected to play. Results throw new light on the need to make more efforts to reduce the gap on expected role of teacher organizations by parents and teachers. The concluding section of study provides some new suggestions and implications for reestablishing the role of teacher organizations. The study also points out the the need for increased research on teacher organizations in Korea.

이 연구에서는 교원과 학부모가 교원이 가지고 있는 고충 불만과 교직단체가 수행해야 기능에 대해 어떻게 인식하고 있는지, 이들의 인식간에 차이가 있는지를 조사했다. 그리고 교원의 고충 불만과 교직단체가 수행해야 할 기능간의 관계를 규명했다. 연구방법으로는 질문지 조사 방법을 사용했다. 응답자들은 유치원, 초등학교, 중학교, 고등학교 교원 592명과 학부모 421명이었다. 교원의 고충 불만 그리고 교직단체의 기능에 대한 교원과 학부모의 인식 차이를 검증하기 위해 t 검증을 실시했고, 교원의 고충 불만과 교직단체 기능간의 관련성을 분석하기 위해 중다회기 방법을 사용했다. 연구 결과, 교원과 학부모집단은 교원의 임금, 복지 후생, 행정 업무, 연구 환경, 교권 보호 등의 모든 영역에서 고충과 불만을 나타냈다. 교원이 학부모집단에 비해 상대적으로 높은 고충과 불만을 보였다. 교원과 학부모집단은 교직단체의 모든 기능이 현재보다 더욱 강화되어야 한다고 생각했고, 그 중 가장 강조된 것은 교육 환경 개선이다. 교원의 고충 불만과 교직단체의 기능에 대한 기대간의 관계에서는 교육정책에 대한 불만, 학교 운영 참여에 대한 불만, 그리고 임금 및 복지 후생에 대한 불만 등이 교직단체가 수행해야 할 기능간의 비중 결정에 영향을 주는 것으로 나타났다. 이상과 같은 연구 결과는 교원과 학부모간의 인식 차이 해소를 위한 노력, 학교 경영의 민주화, 교직단체의 기능 재정립과 같은 과제를 던져주었다. 또한 교직단체에 대한 연구의 필요성을 부각시켰다.
