This study pay attention to the necessity of fair-play and human rights education through sports education along with the development and changes of sports in this society. This also followed the world-trend on fair-play education The international organizations such as UN and FIFA emphasize the necessity of human rights education through fair play of sports to prevent violence and non-humanitarian aspects in the major world conflict areas as well as sports field. This is the reason that the education on both fair play and human rights are carried out in the daily sports education field. The strong dedication of the sport-related social organizations is required to enhance the effectiveness of the general sports education and the elite sports program that still attached to the sports education in school. This study illustrated the fair play education program both for school and sports organization with the german example and searched the directions to move on.

본 연구는 스포츠와 그 가치의 발전과 변화에 따른 스포츠 학습을 통한 페어플레이와 인권교육의 필요성에 대하여 독일의 사례를 중심으로 고찰했다. UN과 FIFA와 같은 기관과 단체들은 스포츠 현장과 세계분쟁지역들에서의 폭력과 비인권적인 사태의 발생을 예방하기 위해 페어플레이와 스포츠를 통한 인권교육의 필요성을 강조하고 있고 적극 보급하고 있는데 그 내용을 살피고, 효과적인 인권과 페어플레이에 대한 학습 사례를 들어 설명했고, 학교 체육에 의존되어 있는 한국의 엘리트 스포츠 육성 프로그램들로 인한 체육 교과 수업은 인권을 존중하고 페어플레이 정신을 함양시킬 수 있는 기회를 극대화하지 못하는 원인으로 볼 수 있었다. 일반적인 스포츠 학습 효과를 통한 페어플레이 교육을 위해서 스포츠 관련 단체들의 인식 공유와 역할이 필요하다. 인권과 페어플레이 교육 성과와 필요를 독일의 사례와 시사점을 통해 한국 학교와 스포츠 단체, 기구에서 페어플레이를 위한 학습 프로그램 개선 방향성을 모색했다.
