The Hugo Chávez government in the perspective of Laclau’s Populism

The nature of academic discourse about populism is highly complex and indistinct. In most cases, this political ideology contains negative connotation, because in major populist discourses such as Gino Germani’s, the leader sees the public as illogical and the subject of control and manipulation as a way of obtaining and maintaining their political power. Additionally, in different kinds of major populist discourses, such as Guillermo O’Donnell’s, populism is regarded as a model that contributes to the nation’s development by incorporating social classes at a certain transitional phase. Many experts criticize it for its imprecise, confusing, indecisive as well as the overuse of rhetoric. However, Ernesto Laclau interprets this ideology from a very different aspect. The basis of his claim starts with popular demand. This signifies interconnected, plural demands through the equivalential articulation by a variety of social actors. For instance, the people who had been socially isolated for a long time from the new liberalist economic policy of the Andres Perez government at the late 80s in Venezuela led heated street protests demanding for, not just economic, but also political and social issues, including education, health, women and social relations. From the Laclau’s belief, this kind of popular demand signifies the appearance of the public that carries political meaning. This is aligned with Ranciere’s idea, which the appearance of the people who were excluded in the course of the emergence of radical democracy is regarded as being political. These claims are confirmed in the political and social history of the Venezuelan revolution that spurred by the leader and the people, that is, Chávez and Community Councils. In this sense, Caracazo serves as a starting point for the establishment of the Chávez government that combines populism with radical democracy. It is important to understand that populism and the discourse of class struggle are different forms of interpretation of politics and society.

포퓰리즘에 대한 학문적 논의는 매우 복잡하고 애매하다. 그리고 대부분 포퓰리즘을 부정적 의미로 인식한다. 왜냐하면 히노 헤르마니와 같은 주류 포퓰리즘 담론은 지도자가 대중을 비이성적 대상으로 자신의 정치권력을 획득, 유지하기 위하여 대중을 지배하고 조작하는 것으로 인식하기 때문이다. 그리고 기예르모 오도넬과 같은 다른 주류 포퓰리즘 담론은 포퓰리즘을 어느 과도기적 단계에서 사회계급의 통합을 통해 국가발전을 이루는 모델로 인식한다. 많은 학자들이 포퓰리즘에 대해 애매하고 혼란스러우며 비결정적이고 수사의 과잉을 지적한다. 그러나 에르네스토 라클라우는 이들과는 매우 다른 시각에서 포퓰리즘을 해석한다. 그의 주장의 출발점은“대중의 요구”이다. 대중의 요구는 다양한 사회적 행위자들의“등가적 접합”을 통해 서로 연결된 복수의 요구를 의미한다. 예를 들어, 베네수엘라의 80년대 말에 안드레스 뻬레스 정부의 신자유주의 경제정책에 대해 오랫동안 사회적으로 배제되어왔던 대중은 단지 경제적 이유만이 아니라 교육, 건강, 여성, 사회관계 등의 정치, 사회적인 요구를 제기하며 거리에서 격렬한 시위를 벌인다. 라클라우는 이런 대중의 요구를“정치적인 것”의 의미에서 대중의 출현으로 생각한다. 이는 급진민주주의의 출현의 의미에서 배제된 대중의 출현을“정치적인 것”으로 바라보는 랑시에르의 생각과 상응한다. 이 같은 학자들의 주장은 지도자와 대중 즉, 차베스와“주민평의회”등에 의해 추진되는 베네수엘라 혁명의 정치사회적 경험에서 확인된다. 이런 의미에서“카라카소”는 포퓰리즘과 급진민주주의가 만나는 차베스 체제 성립의 출발점이 된다. 그리고 포퓰리즘과 계급투쟁 담론이 정치사회적인 것에 대한 서로 다른 해석 방식임을 인식하는 것이 중요하다.
