In the new and changing social environment of the 21st century and the changing conditions of class policing, who are responsible for the safe and orderly citizens of appearance is required. As we move into the era of knowledge and information, the police and innovation winds of change blowing, you should switch to the new paradigm of policing administration together with people in order to meet national needs and expectations. However, the environment surrounding the recent police explosively increasing internationalization and liberalization, democratization and localization, industrialization and information technology is developing rapidly, demand of policing and it's making it difficult to respond. Moreover, the quality of life of the whole people is rising, pushed the desire for social democratic and friendly police are holding. Therefore consideration has been raised and need to be deployed by police activity police according to the changes of people's lives and the changes in the security environment of the new coordinates. Need the support and cooperation of the people and, above all, in order to gain the support and cooperation of the people in order to perform the work of the police, democratic and efficient mutual understanding and trust between citizens and police relations prerequisite. In this study, various methods of citizen participation in crime prevention activities look at the realities and operational issues' voluntary night guards seeking ways to strengthen the support of community based activities operating.

21세기의 새롭게 변하는 사회 환경과 치안여건의 급변화 속에서 경찰은 시민의 안전과 질서를 책임지는 변화된 경찰 모습이 필요하다. 지식정보화 시대로 접어들 면서 경찰은 변화의 혁신바람이 불고 있으며 국민적 요구와 기대에 부응하기 위해 서 국민과 함께하는 치안행정의 새로운 패러다임으로 전환하여야 한다. 우리나라 경찰은 지난 반세기동안 국내ㆍ외적인 시련을 극복하면서 어려운 질서 유지자로서의 임무를 훌륭히 수행해 왔다. 그러나 최근 경찰을 둘러싼 환경은 국제 화와 개방화, 민주화와 지방화, 산업화와 정보화가 급속히 전개되어 치안수요를 폭 발적으로 증대시키고 있어 그 대응을 어렵게 하고 있다. 더구나 국민 전체의 삶의 질이 높아지면서 민주적이고 친절한 경찰에 대한 사회적 욕구가 높아지고 있다. 따 라서 치안환경의 변화와 국민생활의 변화에 따른 경찰의 새로운 좌표가 충분히 검 토되고 이에 따른 경찰활동이 전개되어야 할 필요가 제기되고 있다. 경찰의 업무를 민주적이면서 효율적으로 수행하기 위해서는 무엇보다도 국민의 지지와 협력이 필요하며 국민의 지지와 협력을 얻기 위해서는 국민과 경찰사이에 상호이해와 신뢰관계가 전제되어야 한다. 이러한 점에서 이 연구에서는 범죄 예방활동에 있어서 주민참여의 다양한 방법 중 ‘자율방범대’를 중심으로 그 실태와 운영상 문제점들을 살펴보고 자율 방범 활 동운영의 지원강화 방안을 모색하였다.
