As continuos development of information technology, number of internet user has rapidly increasing and importance of information asset has been emphasized. To protect digitalized information asset, many advanced nations have invested significant amount for the online security. However, existing laws and policies cannot appropriately deal with adverse effect of negative function of the fast developing internet. Although many individuals, corporations and government agencies are using the internet for their businesses, internet security and cybercrime related laws and policies are not sufficient to solve their problems. Lack of online security and cybercrime countermeasure have hindered the development of e-commerce and online communication. This situation creates the necessity of the emergence of the internet passport by many online security experts and policy makers in the advanced nations. It is assumed that this agenda will be discussed by many other nations around the world. This study emphasizes the implementation of 'online/offline ID card' which is an enhanced form of the internet passport that was introduced by Kaspersky.

정보통신기술의 지속적인 발전과 함께 인터넷 사용자의 숫자도 기하급수적으로 증가하고 인터넷을 통해 전해지는 정보의 가치는 쉽게 평가 할 수 없을 만큼 중요 시되고 있다. 이에 전세계 정보통신 선진국들은 디지털화 된 무형의 정보자산을 보 호하기 위해 많은 노력을 기울이고 있다. 그러나 기존의 법과 정책은 빠른 속도로 발전하는 인터넷의 역기능으로 인한 부 작용에 대해서 적절히 대응하지 못하고 있다. 점점 더 많은 수의 개인과 기업 그 리고 정부기관들이 모든 업무를 인터넷에 의존하고 있는 가운데 현재 이용되고 있 는 인터넷보안과 사이버범죄 관련 법규나 정책 그리고 기술적인 대응책은 상대적 으로 미비하여 언제나 인터넷을 사용하는 사람들에게 불안감을 주고 이로 인해 커 뮤니케이션의 불신과 온라인 거래 활동의 위축을 초래하고 있다. 이러한 가운데 ‘인터넷 패스포트’ 도입의 필요성에 대해 세계적인 학자 및 일부 선진국 등에서 강 력히 주장하고 있고 이는 앞으로 대부분의 나라에서 지속적으로 추진될 정책이다. 따라서 이러한 세계적인 추세에 맞추어 한국도 ‘인터넷 패스포트’와 유사하지만 한층 더 강화된 형태의 정보화 시대에 맞는 ‘온ㆍ오프라인 통합신분증’을 도입해야 한다.
