현대사회가 점점 다양해지고 복잡해지면서 우리의 안전한 생활을 위협하는 많은 범죄가 발생하고 있다. 또한, 점점 그 수법들이 광역화. 기동화 되면서 조직화, 집 단화 되어 가는 것이 오늘날의 현실이다. 21세기에는 우리 사회가 전반적으로 정보화 되고 경제 규모가 크게 늘어나면서 범죄의 양상도 고전적인 단순한 재산범죄보다도 고학력자들에 의한 지능화되고 전 문화된 금융, 보험, 신용카드, 컴퓨터 등과 관련된 화이트칼라 범죄가 큰 비중을 차지하고 있다. 그 중에서도 특히, 강력범죄문제는 사회병리현상 중 가장 심각한 사회문제로 대두되고 있으며 공공의 안전과 질서를 크게 위협하고 있다. 날로 흉폭 화, 지능화 되어가고 있는 범죄문제에 직접적으로 대응하고 있는 경찰은 사회기능 의 분화와 경비수요의 급증으로 인해 현재 경찰 인력과 장비만으로는 경찰의 고유 업무조차도 처리하기 힘든 상태이다. 경찰력의 한계로 야기되는 치안공백 상태를 효율적으로 대처하기 위해서는 경비 수요를 창출하는 수익자 개개인 스스로가 자의적인 차원에서 방범체제를 구축하려 는 사회적 분위기도 함께 조성되어야 할 것이다. 일반적으로 사회 전체 차원의 범 죄예방 및 통제, 그리고 질서유지라는 치안행정 서비스는 국가의 법 집행기관 중 하나인 경찰기관의 주요업무 영역이였다. 그러나 한국사회의 발전이 가속화되고 다 양화됨에 따라 점차 민간경비산업에 대한 국민과 정부의 인식이 달라지기 시작하 였다. 이러한 변화는, 현실적으로 경찰활동과 주민자율방범활동만으로는 날로 지능 화, 다양화되고 수적으로 증가하는 범죄 문제에 효과적으로 대처하기에 한계가 있 다는 인식이 우리 사회에 확산되었기 때문에 가능해졌다. 이러한 인식에 기초하여 본 연구에서는 경찰과 민간경비와의 협력체계의 중요성 과 개선방안 등을 살펴보았다. 살펴본 결과, 민간경비와 경찰간의 협력체계의 문제 점으로는 경찰의 민간경비 담당기구의 문제, 상호협력방범체제 구축을 위한 정보교환 및 상호관계 증진프로그램의 미비 등이 있었다. 이에 이 연구에서는 개선방안으로서 경찰의 민간경비 전담기구 운영, 통합적 경보대응체제 구축, 전담책임자제도와 합동순찰제도 도입 방안을 제시하였다.
