In Korean littoral, 350,000 family and 1,000,000 people are living in 500 manned islands and also there are 2,800 unmanned islands.
In these islands, both the police office and the coast guard office have been established so that two related organizations to control crimes and omissions in islands have been doing their jobs in different means respectively.
In the areas of islands, natures and instincts of inland, coast and waters of islands are significant factors that should be considered in investigation on crimes and security operation. The police has played an important role in maintaining the public order and security in islands, whereas the coast guard have invested its best effort into same area albeit its scarce resources. However, it is relevant that a mid and long-term security development plan has to be devised to carry out effective activities of investigation and inquiry.
In this paper, characters and natures of security and investigation in islands have been examined, and thereafter the scope and implications have been discussed. Moreover, to make the security of islands adamant and effective, it has been suggested, first, intensifying the security and investigation by the coast guard; creation of the island guard under the organization of the coast guard, second, encouraging coastal vessel traffic system, third, establishing a base for coast guard vessels in the open sea, forth, strengthening the governance between private organizations and the coast guard, fifth, extending the number of the coast guard offices classed B, sixth, a weather station in the coast guard, and as the last, formulating a mid and long-term plan for the security development.
The Republic of Korea is a peninsula and marine state surrounded waters. Hence, it
would be a positive phenomenon that the number of people related the marine industry have been increasing moderately in recent time. Consequently, at this moment, the policy to the security in islands also would be approached from the perspective of a national policy to develop a future strategy

우리나라는 500여 개의 유인도서와 약 2,800개의 무인도서가 위치하고 있으며, 약 35만 가구에 100만여 명의 주민이 거주하고 있다.
이들 도서지역에는 일반경찰, 해양경찰이 각각 고유의 경찰관서를 설치하고 경찰업무를 수행하고 있다. 그러다 보니 두 개의 경찰기관 모두 대동소이한 조직이 도서치안을 각자의 방식으로 담당하고 있다.
도서지역은 육지인 도내(島內), 해안가, 해상의 특성이 범죄수사와 경비작전에서 고려되어야 할 중요한 요소이다. 지금까지 일반경찰은 도서지역치안에서 중요한 역할을 수행하였고, 해양경찰 역시 세력의 열세에도 불구하고 최선의 노력을 경주하여 오늘날에 이르고 있다고 본다. 그러나 향후에는 도서치안 중장기발전계획을 세워 합리적인 치안활동을 하는 것이 바람직할 것이다.
이 논문에서 도서치안의 특성에 대하여 살펴보고, 도서지역 치안의 한계와 시사점에 대하여 논하였다. 그리고 도서지역 치안 합리화 방안으로써 첫째, 해양경찰의 도서경비 강화 : 해양경찰서 소속 도서경비대 창설, 둘째, 연안해상교통관제센타 활성화, 셋째, 외해도서에 해양경찰경비함 기지 구축, 넷째, 해양경찰기관과 민간협력단체간의 거버넌스(협치) 강화, 다섯째, B급(경정급) 해양경찰서 신ㆍ증설, 여섯째, 해양경찰 기상대, 일곱째, 장기과제로서 도서치안중장기발전 계획 수립을 제시하였다.
우리나라는 삼면이 바다로 둘러싸인 해양국가라고 말할 수 있다. 최근에는 친해양 국민의 수가 많이 증가하였음은 바람직한 현상이라 할 수 있을 것이다. 이제는 도서지역에 대한 치안정책도 국가의 미래전략을 수립하는 차원에서 접근해야 할 것이다.
