This thesis analyzes the status of social welfare budget change through literature examination, centering on Daegu Metropolitan City and comparing with other metropolitan governments, and grasps the direction of social welfare policy. The analysis result is as followings. First, the relation between budget self-reliance ratio and social welfare expense didn't have effect in Daegu Metropolitan City. It shows that Daegu Metropolitan City spends more budgets in the sphere of social welfare than other provincial governments of other metropolitan cities. That is, Daegu Metropolitan city has a preemptive concernment on the sphere of social welfare. Second, social factors of Daegu area (recipients for fundamental living qualification, number of disabled persons, population of children, population of old persons) didn't have a significant influence on expenditure of social welfare expenses. Third, as for expenditure in detail of social welfare, Daegu Metropolitan City had concernments on labor, support of vulnerable social groups, and items of child upbringing, families, and women, compared with the central government and other provincial governments. So, Daegu Metropolitan City increases more expenditure of social expenses for poor inhabitants in cities traditionally than any other spheres. Fourth, as for government subsides, Daegu Metropolitan City increases central government budget dependence ratio to get fundamental living guarantee earning, support in disabled persons' living stability, rehabilitation services, etc, policy project on government subside support. That is, budget transfer from the central government has an influence on social welfare expense of the provincial government, Daegu Metropolitan City.

본 연구에서는 광역자치단체 중 대구광역시를 중심으로 사회복지비 변화에 따른 현황을 분석하고 복지정책의 정향을 파악하고자 한다. 분석결과를 살펴보면 다음과 같다. 첫째, 대구광역시의 경우 재정자립도와 사회복지비는 영향을 미치지 않는 것으로 나타났다. 이러한 결과는 대구광역시가 열악한 재정능력에 비교하여 타 광역시 지방정부보다 상대적으로 사회복지 분야에 많은 예산을 지출하고 있다는 것이다. 둘째, 대구지역의 사회적요인(기초생활보호대상자, 장애인수, 유아인구, 노인인구)은 사회복지비 지출에 유의미한 영향을 주지 않은 것으로 나타났다. 셋째, 사회복지지출 세부 항목에 있어서 대구광역시는 중앙정부 및 타 지방정부와 비교하여 노동, 취약계층지원, 보육․가족 및 여성 항목에 비중을 높게 두고 있는 것으로 나타났다. 넷째, 국고보조금과 관련하여 국가보조금지원 정책사업인 기초생활보장급여, 장애인생활안정지원, 자활서비스 등에 있어서 중앙정부의 재정의존도가 점차 높아지고 있는 경향이다.
