The purpose of this study is to review of response to low fertility under Lee Myung-bak administration and to suggest policy tasks of the next administration. Analysis is focused on Lee Myung-bak administration's policy response to childcare services and parental leave. According to the findings, there seems to be public childcare facilities construction budget is very small. And men's parental leave utilization is low, the non-regular workers and self-employed workers are excluded. Finally abortion prevention campaign has highlighted. The next administration's tasks are public childcare facilities construction budget should be increased. And obligatory to use the father's parental leave and eligibility should be expanded. Finally low fertility response policy should be carried out to encompass the variety of family forms. 본 연구는 아동돌봄 정책을 중심으로 이명박 정부가 저출산 문제에 어떻게 대응했는지 분석하고 그 결과를 통해 차기정부의 저출산 대응 정책의 과제를 제시하고자 한다. 분석결과 이명박 정부 동안 저출산 대응은 첫째, 국공립보육시설의 신축예산이 매우 적다. 둘째, 육아휴직의 남성 이용율이 낮고 비정규직과 자영업 종사자를 배제하고 있다. 셋째, 낙태방지 등 캠페인을 강조하고 있다. 차기정부의 과제로는 첫째, 국공립보육시설의 신축예산을 획기적으로 증액시켜야 한다. 둘째, 육아휴직에 아버지의 이용을 의무화하는 할당제를 도입하고 육아휴직의 이용자격을 확대해야 한다. 셋째, 다양한 가족형태를 포괄하는 저출산 대책을 추진해야 한다. 요컨대, 차기정부는 ‘아동돌봄의 사회화’를 확대해 저출산 문제에 대응해야 한다.
