This study intended to analyze problems and improvements of educare governance appeared as a social issue recently, relating to what is necessary minimal range of national intervention to private sectors such as childbirth, childcare, and educare. Especially centering on the Educare Benefit Program in Lee Administration, its institutional, financial, administrative, behavioral aspect analysis were performed concretely and directly. As the results, several problems, including lack of both equity promotion and home care encouragement in the institutional aspect, too heavy load of local finance in the financial aspects, uncoordinated management, supervision and assessment system in administrative aspects, reversion between subjects to be supported and subject unnecessary to be supported in behavioral aspects, and unreasonable and unfair benefit, were pointed out. In order to improve these problems, expansion of national and public nursery to raise the quality of educare service, rational financial support considering condition of local finance, coordination of promotion, management and supervision system, and correction of policy target reversion and unreasonable and unfair benefit behaviors were suggested as policy tasks of the next Administration.

이 논문은 출산, 육아, 보육과 같은 사적 영역에 대해 국가가 개입할 수 있는 필요 최소한도의 범위는 어디까지여야 하는가와 관련하여, 최근 사회적 이슈로 등장한 영유아 보육 거너번스의 문제점과 개선방안에 대하여 분석하고자 하였다. 특히, 이명박 정부의 영유아 보육료 지원사업을 중심으로 그 제도적, 재정적, 관리적, 행태적 측면의 분석을 구체적이고 직접적으로 실시하였다. 그 결과, 제도적인 측면에서 형평성 제고와 가정양육 장려책이 동시에 결여되었고, 재정적 측면에서 지방비 부담이 과중하며, 관리적 측면에서 관리․감독 및 평가체계가 통합적이지 못하고, 행태적 측면에서 지원받아야 할 대상과 받지 않아도 될 대상이 뒤바뀌는 역전현상과 함께 부당․부정수급 등의 현상이 문제로 지적되었다. 이를 개선하기 위해 보육서비스의 질을 제고하기 위한 국공립 보육시설의 확충, 지방재정 여건을 감안한 합리적 재정지원, 추진체계 및 관리․감독의 통합, 정책대상 역전 및 부당․부정 수급 행태의 시정 등이 차기 정부의 정책과제로 손꼽혔다.
