The purpose of this study is to evaluate the pre and post stipend system of the local council influenced local assembly's performance. This research analyze the pre and post stipend system of the local council correlated with a councillor's career, academic ability, age and sex. The analysis results are as follows. First, The pre and post stipend system of the local council influenced a councillor's career and academic ability. Second, the stipend system of the local council influenced local assembly's performance; namely legislation, budget, checks and representative functions. Generally, The stipend system of the local council impacted local assembly's performance.

본 연구는 지방의원 유급제 도입 이전과 이후의 의정활동 성과를 평가하였다. 먼저 역대 당선자들의 직업, 학력, 연령대 및 성별이 지방의원 유급제 이전과 이후에 어떻게 달라졌는지를 분석하였다. 지방의원 의정활동에 대한 성과평가의 경우는 의정활동의 기능인 입법기능, 예산기능, 견제기능 및 도민대표기능을 유급제 전․후로 분류하여 유급제가 지방의원들의 의정활동에 영향을 미쳤는지를 평가하였다. 분석결과, 직업과 학력은 유급제 실시와 연관성이 있는 것으로 나타난 반면, 연령대와 성별은 유급제와 관련성이 없는 것으로 조사되었다. 유급제 도입이 지방의원의 의정활동에 어떠한 영향을 미쳤는지를 조사한 결과, 입법기능, 예산기능, 견제기능 및 도민대표기능은 통계적으로 유의미한 차이가 있는 것으로 나타났다. 전반적으로 의원 유급제는 의정활동에 긍정적인 역할을 한 것으로 조사되었다.
