Local elections in Korea have encountered a significant institutional change since the electoral system incorporated the multi-member districts. Korean election system of local assembly is mixed with single-member constituency, multi-seat constituency, and the proportional representation. This paper aims to explore the political effects of the multi-member district system(MMD) with single non-transferable vote in 2006 and 2010 local elections. Election with single member district system(SMD) and Municipal Council Election with multi-member district system, we find the MMDs did bring some significant changes in the regionalism and one party domination. The single party monopoly in Kyungnam Province, accompanied by the long-rooted regionalism, overpowered the possible impact of the introduction of multi-member districts to local elections in Korea. Therefore the reforms of local election system for the inter-party competition in local assembly focused on the improvement of proportionality such as the change to the PR, the increasement of PR ratios, and the enlargement of multi-seat constituency.

2005년 중선거구제의 도입 목적은 견고한 지역주의의 완화, 군소정당과 신진 정치세력의 원내진출 확대, 그리고 비례성과 대표성의 제고 등이었다. 그동안의 연구들은 전국적인 선거자료를 중심으로 그 추세를 확인하는 데에 머물렀다고 생각된다. 이 글은 우선 전국적인추세를 고찰한 이후에, 경남지역을 집중적으로 고찰하여 견고한 지역주의와 일당 독점구조가 중선거구제하에서 어떠한 변화를 보였는가를 구체적으로 분석할 것이다. 소선거구제의 광역의회와 중선거구제의 기초의회를 경남지역을 중심으로 비교분석한 결과에 따르면, 중선거구제의 도입으로 기초의회에서 한나라당의 일당독점구조가 조금 완화되고 있었으며 특히 다인 선거구일수록 더욱 그러하였다. 그렇지만 민주당의 지지는 변동이 없었다. 또한 중선거구제는 기초의회의 비례성을 제고시키는 데에는 어느 정도의 효과가 있었지만, 사표를 줄이는 효과는 미미하거나 관련성이 적었다. 그리고 군소정당의 의회진출은 중선거구의 크기와 관련이 있었으며, 3인 혹은 4인 등 다인 선거구에서 많이 진출하였다. 결국 중선거구제는 제한적이나마 그 정치적 효과가 나타나고 있다고 할 수 있다. 현행 기초의회는 중선거구제와 비례대표제의 혼합으로 구성되어 있다. 그렇지만 매우 작은 비례대표의 비중으로 인하여는 비례대표의 효과를 기대하기 어려운 것이 현실이다. 지역구도 4인이나 3인 선거구보다는 2인 선거구가 훨씬 많아, 중선거구제의 효과를 약화시키고 있다. 따라서 비례성을 높이는 방향에서 선거제도 개선이 필요하다.
