The political effects of the new media can be discussed in the dimension of restoring the vitality of representative democracy. The use of the new media has a potential to improve representativeness and effectiveness of representative democracy. In this respect, e-government is the most realistic case. Over the past 10 years, e-government has promoted civil participation and policy outcomes. However, despite being emphasis on the performance in terms of the hardware from the perspective of technological determinism, it is a doubt whether e-government actually enhanced representativeness and effectiveness or not. This research explores if the practice of the e-government promotes the development of representative democracy, especially contributes to restore representativeness and effectiveness. And additionally this research discusses the orientation that e-government can be developed as a good government in the environment of ICTs.

뉴미디어의 정치적 효과는 대의민주주의의 생명력을 복원하는 데에 큰 의미를 가진다. 다시 말해, 대의민주주의 체제의 대표성과 효율성을 제고하는 것은 뉴미디어 활용을 통해 가능하다. 뉴미디어 활용의 대표적인 사례 중에 하나가 전자정부이다. 지난 10여 년 간 전자정부는 정부 현대화의 견인차로서 시민참여와 정책성과 제고에 많은 기여를 해 왔다. 그러나 기술 결정론적 시각에서 하드웨어 측면의 성과가 강조되고 있음에도 불구하고, 전자정부가 실제도 대표성과 효율성을 신장시켰는지에 대해서는 여전히 의문의 여지가 있다. 본 연구는 전자정부의 실행이 대의민주주의 발전을 촉진해 왔는지, 보다 구체적으로 대표성과 효율성의 복원에 어떻게 기여해 왔는지에 대하여 심도 있게 논의하고자 한다. 또한 현재 계속해서 진화를 거듭하고 있는 정보통신기술 환경에서 전자정부가 좋은 정부로서의 지향성을 지속적으로 갖기 위해서는 향후 어떠한 정책과제들이 필요한지에 대하여 논의하고자 한다.
