This paper searches for the properties of the strategic timing of president Kim Young-Sam on the basis of time approach. The characteristics of the strategic timing in the pursuit of the real-name accounting system are following. First, President Kim reinforced his own defensive power for the presidential policy by preventing the counterforce from interfering in the policy process and by diminishing the side effects of the policy through a prompt promotion of the real-name financial transaction system. For this purpose, President Kim chose the timing strategy. He used the presidential emergency financial order as a tool of the legislation so as to hide the fact that the real-name financial transaction system was being prepared, which might have caused a serious side effect on the economy. Second, President Kim did not make the best use of the positive effect of the reformative policy initiative for his government due to the failure in getting the sequential timing of the policy priority despite the timely pursuit of the policy.

금융실명제는 높은 수준의 정책적 정당성에도 불구하고 그 실시방법과 실시시기에 대한 심각한 수준의 갈등으로 인해 전두환, 노태우 정부 모두가 실패했던 정책이었다. 본 논문에서는 이 중 실시시기, 즉 타이밍을 중심으로 김영삼 대통령의 실명제 추진의 정책 리더십을 살펴본다. 연구결과 김영삼 대통령은 금융실명제가 지닌 대중성과 임기 초의 높은 대통령지지율에 의존해 정책추진을 강행하기보다는, 실명제의 갈등적 성격과 정책추진의 장애요인에 주목해 자신에게 유리한 입법추진의 타이밍을 선택하는 전략적 리더십을 보여주었다. 그러나 실명제 실시의 성공에도 불구하고 국정운영로드맵에 있어서의 순차적 타이밍(적시성) 확보에 실패함으로써 실명제추진의 긍정적 효과를 이후의 성공적 국정운영을 위한 권력자원으로 전환시키는데 실패하면서 정책이니셔티브를 상실하게 되었다.
