This study explores significations which important to promote for child care management through analysis about the effects and limitations of early intervention and child protection system in the UK. The UK government enacted legal measures to perform case management based on the integrated perspective in the service system, training of professionals, and division of labor among them. A standardized child and family assessment form has been developed according to redesigning services around children and their families' needs. This study suggests that the following are elements to effective and efficient case management system: early intervention, collaboration among professionals, partnership and participation, shared role between government and local authority, and building an integrated children's system.

본 논문은 아동의 안전한 보호 및 복지증진을 위해 도입된 영국의 아동사례관리체계를 분석하고 이를 토대로 우리나라 아동복지분야에서 체계적인 사례관리 실천을 촉진하기 위한 방안을 모색하는 것을 목적으로 한다. 영국정부는 아동의 삶의 질 향상과 복지증진을 핵심과제로 삼고 있으며, 이에 대한 대응전략으로써 지역사회에 기반을 둔 사례관리를 실천하고 있다. 이를 위해 정부는 관련법을 개정하고 시스템을 정비하였으며, 인력을 양성하는 등 다각적인 노력을 기울이고 있다. 이러한 영국의 아동서비스는 조기개입과 체계적인 협력관계를 바탕으로 한 통합적 접근이 그 특징이다. 아동의 다양한 욕구에 민감하게 대처하기 위한 조기개입과 발달과정에 따른 서비스제공, 관련 전문가들의 협력체계 구축, 일원화된 전달체계 및 시스템 정비, 사례관리 과정에 아동과부모의 참여를 보장하는 것 등은 우리에게 시사하는 바가 크다.
