This study analyzed TV News Reports on 19th general election focused on KBS(News 9) and SBS(8News) in order to examine whether TV News perform its function of public sphere and realize civil journalism or not. The findings show that broadcasters should report more in-depth coverages and analytic commentary. The tendency of regionalism and horse-race journalism are shown, which hinder the function of public sphere. News reports focused on situation and sketch of election campaign. Broadcasters should try to verify party policies and qualities of candidates. Most of Interviewee are politician. News reports should accept more often common citizen as a news source. Election messages reported in a negative way and should change in a positive direction in order to raise awareness about election positively. As results, Korean broadcasters should try to realize functions of public sphere and civil journalism on election report.

본 연구는 제19대 총선 보도에 있어서 TV뉴스의 공론장의 기능과 시민저널리즘구현의 정도를 분석할 목적으로 KBS와 SBS의 저녁 종합뉴스를 대상으로 공식 선거운동 기간의 총선관련 뉴스를 수집하여 분석하였다. 분석의 결과 기사유형 면에서 기획･심층보도가 강화되어야 하고, 보도 방식은 분석적 해설보도의 비중을 높여야 할 것으로 나타났다. 지역주의 보도성향이 드러나고 있으며, 전쟁･경기중계식 보도성향은 매우 높게 나타나서 공론장의 역할을 저해하는 요인으로 보인다. 보도의 초점이 판세보도와 스케치보도에 맞춰져 있어서 정책과 공약, 후보자 자질 등을 검증하는 정책보도 및 검증보도가 증가하여야 할 것이다. 인터뷰나 녹취 대상자가 정치인 중심인 것으로 나타났는데 시민과 시민단체 등의 목소리를 더 반영하는 방향으로 취재원의 범위가 확대되어야 할 것이다.메시지의 소구유형은 부정적 소구의 빈도가 높았는데, 유권자의 긍정적인 선거인식을 제고하기 위한 변화가 요구된다. 연구결과를 통해 전반적으로 공론장의 기능과 시민저널리즘 구현을 위한 TV뉴스의 노력이 요구되고 있음을 본 연구는 제시하고 있다.
