The issue of increasing the license fees for KBS presents a social controversy with fiercely opposing pros and cons. This study set out to investigate what kind of contributions the press-related variables, which include the perceptions of freedom and roles of the press and fairness of news coverage in the middle of the press strike in 2012, the political and psychological variables, which include political reliability and efficacy, and the variables of the theory of planned behavior, which are useful for explaining people's intentions for social and cultural acts, would make to the intentions of press-related political expression and actions in the movement of rejecting the increasing license fees for KBS. As a result, perception of freedom of speech (+), supervision of power (+), fun/interest (+), civil participation (+). and provision of help (-) of the variables of perception of press roles, commerciality (+) and ethics (-) of the variables of news fairness, external political efficacy (-) of the political and psychological variables, and attitude (+) and subjective norms (+) of the variables of the theory of planned behavior turned out to contribute to the intention to reject the increase in license fees for KBS. The study provided implications for the conditions of raising license fees by exploring the factors influencing the intention of rejecting such an increase.

KBS의 수신료 인상은 찬성과 반대 의견이 첨예하게 대립하는 사회적 쟁점이다. 이 연구는 2012년 언론사 파업 정국에서 언론의 자유 인식, 언론역할인식, 뉴스보도공정성 등 언론관련 변인과 정치신뢰도, 정치효능감과 같은 정치심리변인, 그리고 인간의 사회문화적 행동의도를 설명하는데 유용성을 보이고 있는 계획행동이론 변인이 KBS 수신료 인상 거부운동이라는 언론과 관련된 정치적 표현 행동의도에 어떠한 기여를 하는지에 대해 조사하고자 하였다. 연구결과, 언론의 자유에 대한 인식(+), 언론의 역할 인식 변인 중 권력감시(+),재미/흥미(+), 시민참여(+), 도움제공(-), 뉴스 공정성 변인 중 상업성(+), 윤리성(-),정치심리변인 중 정치효능감: 외재적(-), 계획행동이론 변인 중 태도(+), 주관적 규범(+)이 KBS 수신료 인상 거부의도에 기여하는 것으로 나타났다. 이 연구는 수신료인상 거부 의도에 영향을 미치는 요인을 탐색적으로 살펴봄으로써 수신료 인상을 위한 조건에 대한 함의를 제시하고자 하였다.
