The thesis aims to analyze and define changes of chinese policies toward the US based on impacts on chinese-US relations caused by changes of international politics since the world financial crisis of 2008. Foreign policies of China put its priority to create the stable international surroundings for economic developments and to enhance the international influence along with its international status upgraded by economic developments since the Reform and Opening up of 1978. China has officially conducted its international policies such as ‘Peaceful Rising’, ‘Peaceful Development,’ ‘Responsible Power,’ ‘Harmonious World,’ etc. The financial crisis of 2008 has brought about the changes of china’s foreign policies and changes of chinese policies toward the US is central. The chinese policies toward the US after the financial crisis of 2008 aim to strengthen US-China’s cooperative relations in a global aspect, but emphasize US-China’s competition in the East Asia. In this context the character change of US-China’s relation in the first is more likely to be emersed in the East Asia. In the situation of Korea depending on chinese economy greatly, the present government’s foreign policies that intensified the relation with US unilaterally, should be reconsider.

본 논문은 2008년 세계 금융위기 이후 국제정치의 변화가 미중관계에 미친 영향을 바탕으로 중국의 대미정책 변화를 분석, 규명하는데 목적이 있다. 1978년 개혁개방 이후 중국의 대외정책은 경제발전을 위한 안정적인 대외환경 조성과 경제발전에 의해 높아진 국제적위상에 맞는 국제적 영향력을 높이는데 있었다. 이런 중국의 대외정책은 공식적으로 ‘화평굴기’ ‘화평발전’ ‘책임대국’ ‘조화세계’ 등으로 제시되었다. 그런데 2008년 금융위기는 대외정책의 변화를 가져왔고, 그 변화의 중심은 대미정책이었다. 2008년 금융위기 이후 중국의 대미정책은 세계적 차원에서는 협력 우위의 대미정책, 동아시아 지역 차원에서는 경쟁 우위의 대미정책의 특징을 보이고 있다. 이런 점에서 미중관계의 성격 변화는 동아시아에서 가장 먼저 나타날 가능성이 크다. 한국의 경우, 현 정부의 정책은 중국에 대한 경제적 의존도 가 높은 상황에서 미중관계의 변화와 동아시아에 있어서의 미중 경쟁의 확대에 대해 미국과 의 일방적인 관계 강화를 통해 대응해왔는데 이것은 재고되어야 할 것이다.
