The purpose of this study is to explore the distinctive role and characteristic of board of education in Korea after the first but the last conduct of direct election and to analyze the mechanism of its decision making on educational policies. Approaching the role and importance of board of education in context of educational autonomy, this study reviewed various current studies and textual materials covering the legal status of board of education in local educational autonomy system in Korea and put the initiative of board of education as the decision making subject on local educational decision making; as a key actor of educational policy making. For this, this study regarded the policy making of board of education and its members-educational local assemblyman- as ‘shared decision making model’,the concept from Bridges(1997) and Hoy & Tarter(2008). To analyse the aspects of its decision making on educational policies, this study modified the basic model of Hoy & Tarter for applying it into board of education and built up three standards and questions for each; “Are the members of board of education stake-holders in educational policies in that region?(Relevance)”,“Do the members of board of education have educational experience and knowledge?(Expertise)”, and “Shall we expect the members of board of education make sustainable choice for local education?”(Reliability). As a result of the analysis, reflecting to analytical framework for this study based on the shared decision making model, the board of education of Seoul city showed that three standards are generally satisfied throughout its decision making at annual meeting for local educational budget and financial plan. These results implies that the relevance has raised due to the conduct of the historical direct election of educational local assemblyman, the expertise of the board of education appeared high but only for the local educational assemblyman for their educational background, and the reliability is relatively high but not limited in its coherency between the election pledge and the actual actions on the board. In conclusion, this study suggested that it is needed to reconsider of the repeal of the independent board of education and closure of direct election of local educational assemblyman based on the importance and three standards of decision making found in this study.

1964년 분리된 교육자치제도가 도입된 이래 교육자치를 일반 지방자치와 통합해야 한다는 주장이 제기될 때마다 교육계는 교육의 자주성, 전문성, 정치적 중립성 보장을 위해 교육자치의 강화를 주장했다. 그러나 교육자치의 제도적 실현 기구인 독립된 의결기관으로서의 교육위원회는 2014년 6월 30일을 기점으로 폐지되는 현실에 처했다. 2010년 지방동시선거로 직선제가 실시된 이후 끊임없이 교육위원의 정치적 중립성 상실, 경력연한의 단축 등이 문제가 되고는 있으나 실제로 직선제를 통해 구성된 교육위원회의 위임형 의결기관으로서의 특징과 역할에 대한 연구는 활발하지 않은 실정이다. 이에 본 연구는 교육위원회의 의사결정형태를 Hoy & Tarter의 참여적 의사결정 모형을 통해 전문성, 관련성, 신뢰성을 준거로 하여 실증적이고 체계적으로 분석하였다. 연구의 결과로, 정당 소속 일반 교육위원회 일반의원과 교육의원은 지역 교육공동체 이해관계자로서의 관련성은 공통적으로 보이고 있었다. 교육정책 결정을 위한 전문성의 확보와 발휘에 있어서는 교육의원의 변별적 특징이 드러났으며, 교육위원들은 장기적 교육정책을 추진하며 회의참여시 교육정책결정을 확실히 하기위한 참여적 의사결정자로서의 신뢰성을 보이고 있었다. 본 연구의 의의는 지방교육자치를 위한 의결기구로서 교육위원회의 실효성을 재조명하고 교육위원회 구성 및 활동 증진 방향을 위한 방안을 제시함에 있다.
