The French Gendarmerie system contributes to maintaining safety and order all over France along with the country's national police. The Gendarmerie plays such as important role as to take up its responsibilities for about 95% of the total national area and 50% of the total population. They have been governed by the Ministry of Defense. However, the Act on National Defense revised on August 3, 2009 has changed the party responsible for organization, management and operation to the Minister of Home Affairs despite its status as a military force. The revision has limited roles of the Minister of Defense to only military, military police, human resource, and punishment affairs. The Gendarmerie management has been the responsibility of the headquarters of Gendarmerie under the Minister of Defense, which is still valid. In 2011, there were 98,155 members of the Gendarmerie in France, constituting one of the two critical axes along with the national police. The French Gendarmerie system was established before the French Revolution and became solid under the rule of Napoleon. This system influenced the Gendarmerie system of Spain and Italy and established its status as a critical safety and order system.
