The purpose of this study is to seek for an answer to the question of how social welfare practice of Korean church and Christianity can encourage the recovery of Korean society and people. To fulfill this comprehensive goal of the study detailed aims of this study are as follows. Firstly, what is the biblical essence of church and church social welfare practice? Secondly, in what historical direction did social welfare practice of Korean church proceed? Thirdly, in which direction should Korean Christian social welfare foundation move toward? Through exploring such questions, in order for the church social welfare practice executed by Christian social welfare foundation to be desirable, the spiritual groundwork that embraces the essence of the church should be built right. Otherwise, great external accomplishments of church social welfare practice will rapidly degenerate as a tool for self-interests. In such circumstances church social welfare practice must play a significant role because preventing the alteration of secularized altruistic movement which could occur in social welfare field and proposing a new model and alternative is the mission of church social welfare practice. Moreover, a church is a spiritual community present Jesus Christ. Jesus is a true spiritual man presenting God’s image. True human nature is resembling the nature and life of Jesus and church social welfare practice is an externalized action of such spirituality. Therefore, church must actualize professional and spiritual church social welfare practice through Christian welfare foundation(corporate body). This must be carried out as an integrated movement of spiritual salvation through gospel and social salvation through social welfare of an individual. Consequently, the church must set the spiritual salvation, which isthe original evangelical movement, with new movements and sphere of church social welfare practice as a specific assignment. First, although the church social welfare practice is carried out through welfare foundation, the church must show positive efforts in practicing genuine ‘love for mankind’by mobilizing every resources of the church is rather than depending of the government support. Second, the church social welfare practice must include social, economical, cultural, physical, psychological, ethical, and spiritual categories of diverse wants of mankind. Third, church social welfare practice should not regard the welfare recipients as a unilateral subject of assistance. Fourth, church social welfare practice demands active mobilization and participation of church members. Fifth, church social welfare practice should gradually expand from local level and communities through cooperating with local social welfare centers. Sixth, church social welfare practice should be carried out as a unified church movement of local churches transcending christian association or denomination. Seventh, church social welfare practice should be proceeded as a continuous and longterm project. Lastly, church must actively promote ‘localization’ and ‘globalization’ for church social welfare practice.

본 연구의 목적은 한국교회와 기독교의 사회복지실천이 어떻게 한국 사회와 사람을 회복하는 데에 영향을 줄 수 있을까?에 대한 해결점을 찾고자 하는 데에 있다. 이러한 포괄적인 연구목적을 성취하기 위한 세부적인 연구목표는 다음과 같은 연구 질문을 해결해 나가는 것으로 설정되었다. 첫째, 교회와 교회사회복지실천의 성경적 본질은 무엇인가? 둘째, 역사적으로 한국교회의 사회복지실천은 어떻게 진행되어 왔는가? 셋째, 우리나라 기독교사회복지재단이 나아가야 할 방향은 어디인가? 이러한 연구 질문에 대한 탐색결과, 기독교사회복지재단에 의해 수행되는 교회사회복지실천이 바람직하기 위해서는 교회의 본질을 갖고 있는 영성적 토대가 바르게 세워져야 한다는 것이다. 그렇지 않으면 매우 짧은 시간에 그 엄청난 교회사회복지실천의 외형적 성과들이 사리사욕을 위한 도구로 전락하게 될 것이다. 이러한 상황에서 교회사회복지실천은 매우 중요한 역할을 담당하지 않을 수 없다. 왜냐하면 사회복지 분야에서 발생할 수 있는 세속화된 이타주의 활동의 변질을 막고, 새로운 모범과 대안을 제시하는 역할이 교회사회복지실천의 사명이기 때문이다. 또한 교회는 예수 그리스도를 나타내는 영성적 공동체이다. 예수님은 하나님의 형상을 보여주는 영성적인 참 인간이다. 진정한 인간성은 예수님의 성품과 삶을 닮는 것이며, 교회사회복지실천은 이러한 영성의 ‘외연화’된 활동이라 할 수 있다. 그러므로 교회는 기독교복지재단(법인)을 통해 전문적이며 영성적인 교회사회복지실천을 구체화 해 나가야 한다. 이는 하나님나라의 복음을 통한 개인의 영적 구원과 사회복지를 통한 사회구원 양자의 통합적 운동으로 수행되어야 한다. 따라서 교회는 영혼 구원이라는 본래적 복음 활동과 함께 교회사회복지실천의 새로운 활동과 그 범위를 구체적 과제로 설정하고 추진해야 한다. 첫째, 교회사회복지실천은 복지재단을 통해서 수행된다 하더라도 정부의 지원에 의존하기보다는 교회의 모든 자원을 동원하는 순수한‘인간사랑’으로 실천되게끔 보다 더 적극적으로 노력해야 한다. 둘째, 교회사회복지실천은 인간의 다양한 욕구의 영역인 사회적ㆍ경제적ㆍ문화적ㆍ육체적ㆍ심리적ㆍ윤리적ㆍ영적인 범주를 포괄해야 한다. 셋째, 교회사회복지실천은 복지대상자들을 일방적 도움의 대상으로 간주하지 말아야 한다. 넷째, 교회사회복지실천은 평신도의 적극적인 동원과 참여가 요구된다. 다섯째, 교회사회복지실천은 지역사회의 복지기관들과 협조하여 교회를 중심으로 지역단위와 지역 공동체에 이르기까지 점진적으로 확대되어야 한다. 여섯째, 교회사회복지실천은 교단 및 교파를 초월하여 지역교회의 교회연합운동으로 수행되어야 한다. 여덟째, 교회사회복지실천은 지속적이고 장기적인 사업으로 추진되어야 한다. 끝으로, 교회는 교회사회복지실천을 위한‘지역화’와‘세계화’를 능동적으로 추진해야 한다.
