Policy for the disabled converted to produced form of self reliance from welfare form of vocational rehabilitation. A point of time facility of vocational rehabilitation’s produce side is strenghtened, so we need various use of network to make job rehabilitation facility so that handicapped service can be effective. This study about presenting activate plan of vocational rehabilitation for handicapped utilizing network called church based on insituting these problems. This study’s investigation analysis and examine targeting employee and manager of facility choice at 3 to 4 vocational rehabilitation facilities at 16 cities and provinces in the whole country. Summarizing examine results earned from investigation are like these. Constructing various network is needed to activate job rehabilitation for handicapped service. As circumstance of social welfare changes to local community from centraliztion, all of resources and institutions like local government, company, religious organization, citizen organization should compose cooperative network. Also, as insitution which operates job rehabilitations service increase and roles being various each institutions, network being mandatory project. In vocational rehabilitation, network helps successful job arrangement and it must be accomplished in point of achieving purpose about activating handicapped emploment. Based on these suggestions, if we progress vocational rehabilitation business for handicapped utilizing cooperative network with church which represents religious institution, it will be effective service in advertising and selling part.

본 연구는 장애인 정책이 복지적 형태의 재활에서 생산적 형태인 자립으로 페적인 기관인 교회와의 협력적 네트워크를 활용하여 장애인 직업재활사업을 진 행한다면 홍보와 판매적인 면에서 효과적인 사업이 될 것이다. 러다임이 전환되면서 직업재활시설의 생산적인 측면이 강화되고 있는 시점에 서 장애인 직업재활 사업이 효과적이고 효율적인 사업이 될 수 있도록 다양한 네트워크의 활용이 필요하다는 문제의식을 바탕으로 지역사회 교회라는 네트 워크를 활용하여 장애인 직업재활의 활성화방안을 제시하고자 하였다. 이를 위해 본 연구에서는 전국 16개 시도를 대상으로 3∼4곳의 직업재활시설을 선 정하여 종사자 및 시설장을 대상으로 조사를 실시하였다. 본 연구의 주요 조사 결과는 다음과 같다. 장애인 직업재활사업의 활성화를 위하여 다양한 네트워 크구축이 필요하다. 사회복지 환경이 중앙집권에서 지방분권, 즉 지역사회 중 심으로 변화되고 있는 만큼 지자체, 기업, 종교단체, 시민단체 등 사회복지 관 련 모든 자원과 기관들이 협력적 네트워크를 구성해야한다. 뿐만 아니라 직업 재활서비스를 실시하는 기관이 많아지고 기관마다 역할이 다양해지면서 네트 워크는 필수적인 과제가 되고 있다. 직업재활에 있어서 네트워크는 성공적인 직무배치에도 도움이 되며, 장애인 고용활성화의 목적을 달성할 수 있다는 점 에서도 반드시 이루어져야 한다. 이러한 제안을 기초로 우선 종교기관의 대표적인 기관인 교회와의 협력적 네트워크를 활용하여 장애인 직업재활사업을 진행한다면 홍보와 판매적인 면에서 효과적인 사업이 될 것이다.
