I think that the police goals or objectives are achieved more highly when we succeed to the profit police spirit that pass through our national police history. For this reason, it is very meaningful to find the man who served as a pattern for others and to review his achievement and spirit in the Korean police history. A part of this, in this study, I tried to make the role model whose name is Cha, Il Hyeok who is one of the most respectable police of many generation and to consider his police spirits. In this study, I based 'the view of Justice' as the framework of the police spirit. From this, consider the four elements as a analytic unit. These are first, spirit of protection of the nation(patriotism), second, spirit of service of the people, spirit of ownership mind, fourth, spirit of integrity. As everybody knows, Cha, Il Hyeok met Kim, Ji Gang who is a nationalist and as a Cha's role model, and developed anti-Japanese fight in China for the purpose of our nation's independence in the era of the Japanese Imperialism. At that time many, anti-Japanese fighters in China chose the communism, but he chose the liberalism and came to the South Korea. After Liberation in 1945, he attacked the notorious Japanese police with the belief of nationalism and liberalism. The beginning of the Korean War in 1950, he entered the Korean National Police as the chief of the eighteenth combat police squadron. His beliefs and actions were very meaningful as a great police spirits, so every people(policeman, citizen, even partial enemy...) with him respected him. Therefore, in this study, I tried to link the four framework of the police spirit as a basic unit of analysis and the Cha's policing, and to analyze each other. In brief, Cha, Il Hyeok is a historical person in Korea National Police History. Beyond ideology, his love for the nation and love for the people, and ownership mind, integrity are show the way that our police's directions.

국가경찰의 역사적 발전과정에서 면면히 흐르고 있는 올바른 경찰정신을 계승하였을 때 경찰의 성과(목표 내지 목적달성)는 지대하다고 본다. 이러한 점에서 한국경찰 역사에 있어서 타(他)의 모범이 될 만한 경찰을 찾아 그의 행적과 정신을 고찰하는 것은 매우 의미 있는 일이라고 본다. 이의 일환으로 이 연구에서는 역대 경찰공무원 가운데 가장 존경을 받고 있는 차일혁을 경찰의 역할모델로 삼아 그의 경찰정신을 고찰하고자 하였다. 이 연구에서는 경찰정신의 인식체계로서 정의관(正義觀)을 바탕으로 하였다. 이를 토대로 네 가지 분석단위를 고려하였다. ①호국․애국정신(護國․愛國精神), ②애민․봉사정신(愛民․奉仕精神), ③주인정신(主人精神), ④청렴정신(淸廉精神)이 바로 그것이다. 주지하는 바와 같이 차일혁은 일제 강점기에 민족주의자이자 자신의 스승이라 할 수 있는 김지강과 만나 우리나라의 독립을 위해 중국에서 항일운동을 전개하였다. 당시의 중국에 있는 많은 항일운동가들은 공산주의를 택하였으나 그는 과감히 자유주의를 선택하고 남한에 내려왔다. 1945년 해방이후 그는 이러한 민족주의 신념과 자유주의 신념을 가지고 남한에 있는 악질 일본경찰 등을 처단하였다. 1950년 6.25 전쟁이 발생하자 차일혁은 국립경찰(제18전투경찰대대장)에 투신하였다. 그가 경찰에 입직 한 후 보여준 신념과 행동은 위대한 경찰정신으로서 많은 의미를 가지며, 모든 경찰의 귀감이 되고 있다. 따라서 이 연구에서는 위에서 제시한 4가지 경찰정신의 인식체계를 기본 분석단위로 하여 차일혁이 경찰 재직시에 보여준 활동과 연계하여 분석하고자 하였다. 요약건대, 차일혁은 한국근현대 경찰사에 있어서 뚜렷한 역사적 족적을 남긴 인물이라고 할 수 있다. 이념대립을 초월한 그의 애국정신과 애민정신, 그리고 주인정신과 청렴정신은 오늘날 한국경찰이 나아가야할 방향을 제시해주고 있기 때문이다.
