When multicultural society is defined as a society that attains social integration by immigrants with diverse cultural tendencies, multi-dimensional approach conjures up with social diversity. In Korea, the government has been taken the leading role for applying this multicultural phenomenon into the society for its short history. While suggesting variety of policies by different ministries in order to solve various social problems that emerge under the background of multicultural society, inefficiency is likely to result from duplication by department where is responsible for a particular policy. Therefore, to settle various problems arising between central and local government with civil society at multicultural level, collaboration infrastructure is on the rise for urgent priority. Before establishing full-scale multicentered collaboration infrastructure, it is firstly required to investigate the role of each department at central government which played on multicultural issues in the past and what were their characteristics. Under this circumstances, this study analyzes the changes in office organization of the central government, the path, and related duties for multicentral collaboration in multicultural society. The results of a survey is also be taken for devising an efficient support system model to induce cooperation infrastructure between central and local government including provincial metropolitan council at last.

다문화사회를 다양한 문화적 성향을 지닌 이주자들이 각자의 문화를 융합하고 사회통합을 이루어내는 사회라고 정의한다면 이를 주제로 하는 관련 논의에서는 사회적 다양성을 포용하는 다축적 접근이 필요하게 된다. 그동안 우리 한국은 다문화 현상을 받아들인 역사가 매우 짧기 때문에 문화적 다양성을 받아들이는데 정부의 주도적인 역할 일변도로 진행되어 왔다. 이러한 현실에서 우리정부는 다문화 사회를 배경으로 대두되는 다양한 사회문제를 해결하기 위해 각 부처별로 다원화된 정책들을 제시해 왔는데 이러한 중앙정부 구조 하에서는 특정한 정책을 담당하는 부서가 중복될 우려가 있으며 업무의 비효율성을 초래할 가능성이 높아진다. 따라서 정부, 지방정부, 시민사회 간에 다문화 사회로 인하여 발생되는 다양한 문제해결을 위해 다기관 협력인프라 구축이 절실하며, 우선적으로 본격적인 다기관 협력인프라 구축에 앞서 우리 중앙정부의 각 부서가 과거 다문화 관련 업무를 어떤 형태로 담당해 왔고 그 특성은 과연 무엇인지에 대하여 선행적으로 고찰할 필요가 있다. 이러한 문제인식 하에 이 연구에서는 다문화사회의 문제해결을 위한 다기관협력 인프라 연구를 하기 위해 중앙부처의 직제 변화 및 경로, 관련 업무를 분석하였으며, 설문조사 결과를 토대로 효율적인 지원체계 모형을 강구해 보았다. 이 모형의 근간으로 중앙부처와 지방의 광역자치단체 그리고 기초자치단체간의 협력인프라 구축방안을 제시하였다.
