This study aims to discuss policy of diagnosis and tasks for efficient use of the Number of Teachers. To do this, this study analyzed the present state and problems of The supply-demand policy of teachers and problems of effective reassignment. The diagnosis of the supply-demand policy of teachers were pointed out as follows; 1) to make a new criterion for security of teachers 2) to improve reassignment formula of teachers for exactitude 3) to authorize Metropolitan and provincial offices of education for the adjustment of the number of teachers. 4) to ensure against flexibility of teachers changing subjects 5) to authorize Metropolitan and provincial offices of education for selection right of local talent. 6) to empower the principal to employ rights about teachers For task of the supply-demand policy of teachers, the study suggested that central government, Metropolitan and Provincial Offices of Education, schools by giving appropriate roles and performance improve inefficiency about allocation of resources

이 연구에서는 교육여건 개선에 필요한 적정한 교원을 확보하기 위한 교원수급정책을 발전적으로 논의하는 데 그 목적이 있다. 이를 위해 교원수급정책의 점검과 분석에서는 교원의 수급조절의 문제, 다양한 교육정책 수요와 교원인력 충원의 문제, 교원인력의 효과적 활용 문제를 제기하였고, 교원수급정책 과제 개선 방안으로, 1) 필요한 교원정원 확보를 위한 새로운 기준 설정 2) 교육여건을 충분히 반영하기 위한 배정산식 개선 및 교원수급계획 수립 필요 3) 시도교육청의 교원정원 조정권한 부여 4) 담당교과 전환의 유연성 확보 5) 지역에 필요한 인재를 선발할 수 있는 권한을 시도교육청에 부여 6) 계약제 교원 채용 등 학교장 임용권한 확대 등을 제시하고 진단하였다. 또한, 교원수급정책의 과제로 중앙정부, 시･도교육청, 단위학교에 맞은 역할을 부여하고 수행토록 하여 자원배분의 비효율성 개선을 제시하였다.
