In spite of the multilateral efforts on by central and local governments, and various private organizations, consumers' level of concern about food safety has been worsen during the past decades. There have been various food safety related scandals in our society. The reasons for unstable levels of food safety include myopic policy making process and lack of consumer competency. To achieve desirable levels of food safety, consumer competency focused on food safety issues including proper levels of knowledge, attitudes, and behavior as well as reasonable and effective policy making are required. The purpose of this research was to examine consumers' perception about food safety, to measure consumer's competency about food safety, and to explore the possible interactions among consumer's perception and competency with food safety behaviors. A survey with 1,000 consumers was conducted with pre-developed instruments on food safety perception and competency. Results showed that in general, Korean consumers perceived food safety levels in the society very negatively. Among the consumer competency of food safety, food safety attitudes scores were high but food safety knowledge scores were very low. From the structural equation model findings it was shown that the most significant factor on food safety behavior was food safety knowledge. Even though various entities (such as government agencies and private consumer organizations) have provided much information on food safety to consumers, consumers do not have proper knowledge on food safety. Therefore, effective ways to deliver food safety knowledge should be identified. Food safety is closely related with consumers' level of living and well-being and consumers react sensitively on food related issues. Long-term and comprehensive views should be considered when developing food safety related policies and food safety education should aim to properly improve consumers' food safety knowledge.

중앙정부와 지방정부, 민간단체의 다양한 노력에도 불구하고 소비자들의 식품안전에 대한 불안도는 해를 거듭 할수록 늘어나고 있으며, 다양한 식품안전 사건․사고들이 발생되고 있다. 이는 성과위주의 식품안전정책과 소비 자역량부족이라는 두 가지 측면에서 원인을 찾아볼 수 있다. 식품안전사회를 구현하기 위해서는 안전을 확보할 수 있도록 제도적 마련과 지속적인 관리감독이 필요한 동시에 소비자들도 식품안전제도를 잘 이해하고 스스로 안 전한 식생활을 추구할 수 있는 능력을 갖추어야 한다. 이에 본 연구에서는 식품안전에 대한 소비자의 체감도 및 지식, 태도, 기능을 측정하여 이러한 요소들이 소비자들의 식품안전지향행동에 어떠한 작용을 하는지 분석해 보 고자 하였다. 분석결과는 다음과 같다. 첫째, 소비자들은 우리사회의 식품안전수준에 대해 매우 부정적으로 체감하고 있었 다. 둘째, 식품안전역량을 구성하는 세 가지 차원인 지식, 태도, 기능을 보면, 식품안전에 대한 태도는 높았으나 식품안전지식의 수준은 현저히 낮은 것으로 조사되었다. 셋째, 소비자의 식품안전행동에 영향을 미치는 요인들의 인과관계를 모형화했을 때, 가장 중요한 영향요인이 식품안전지식으로 나타났다. 이상의 결과를 볼 때 많은 기관들이 식품안전을 위해 소비자에게 다양한 식품안전정보를 제공하려 노력해 왔음 에도 불구하고 소비자들의 식품안전지식은 매우 낮게 나타나고 있어, 소비자들의 식품안전정보 접근성을 높여주 기 위한 방법의 모색이 요구된다. 식품은 소비자들이 일상생활 속에서 가장 빈번하고 가깝게 선택 · 소비하는 제 품이면서 건강 및 생명과 직결되는 제품이기 때문에 작은 위해에 대해서도 특히 더 민감하게 반응할 수 있다는 특성을 갖는다. 따라서 일회성에 그치고 마는 성과주의적인 소비자정보정책으로는 실질적인 효과를 얻기에 한계 가 있을 것으로 판단된다. 따라서 소비자들의 식품안전지식 함양을 위한 장기적이고 체계적인 제도와 정책이 마 련되어야 할 것이다.
