It has been one year since Kim Jong-Un's regime got powered. Of course there should be any controversy about sustainability of the regime, but many experts argue its stability. Seeing outwardly, however, the regime of Kim Jong-Un is still on the condition of instability; for example, Lee Young-Ho, the chief of staff in North Korean People’s Army was suddenly dismissed from his post. The power structure of Kim's regime shows the combination with a few noble families of Choi Ryong-Hae - somewhat similar with China’s “princelings”-, and Sung-Tak Jang's relatives. It means that the more powerless the new army group is, the more powerful the relative group is. Kim shows us his extraordinary ruling, and it takes everyone's attention to him in many ways. Therefore it is meaningful to research North Korea, especially in the regime of Kim Jong-Un, every move by him, and North Korea's transition from Kim Jong-Il to Kim Jong-Un. First, this research reports the present condition of North Korea's reorganization, and Kim's direct control system. And then it also shows what the meaning of transition as well as some limits are.

김정일이 사망하고 김정은이 집권한 지 1년이 되어간다. 김정은 체제의 지속성에 대해서는 논란이 있지만, 현재로서는 안정적인 것으로 보인다는 견해가 다수이다. 김정일이 구축해 놓았던 수령유일체제가 작동하는 한 후계체제에서의 변동은 없다. 그러나 외관상 안정적으로 보이는 김정은 정권의 권력구조는 리영호 인민군 총참모장의 갑작스런 해임에서 보듯이 여전히 불안정성을 띠고 있다. 김정은 시대 권력구조는 최룡해를 중심으로 한 북한판 태자당 세력과 장성택이 대표하는 친인척 세력의 결합이라는 특징을 갖고 있다. 최룡해의 등장으로 리영호로 대표되었던 신군부의 영향력은 약화되고 장성택을 비롯한 김정은의 친인척 그룹과 태자당의 영향력이 더욱 확대될 전망이다. 그러나 지금은 협력관계인 장성택과 최룡해가 상황에 따라서는 북한판 태자당과 친인척 그룹을 대변하면서 대결의 전면에 나서는 등 갈등이 발생할 소지가 있다. 한편, 김정은의 파격적인 현지 지도 스타일, 자본주의풍을 연상케 하는 모란봉 악단의 공연 관람, 부인 리설주의 언론 등장 등 김정은의 이례적인 통치스타일로 ‘김정은식 변화’에 대한 관심이 높아졌다. 군부인사의 숙청, 당과 정부의 세대교체, 리설주의 등장 등은 김정은 시대를 구축하기 위한 행태들이다. 이 글은 최근 북한의 권력양태와 김정은의 정치적 행보, 향후 북한체제의 변화 등을 전망하고자 한다. 이를 위해 먼저 최근 북한내 권력개편 현황에 대해 살펴본 후 ‘김정은식 변화’의 의미와 한계 등에 대해 고찰하고 향후 북한체제를 전망해보고자 한다.
