This article analyzes the power structure and domestic policy of Kim Jong-un regime. North Korea is seeking to change and continue main policy of the Kim Jong-Il era since the new regime was inaugurated last yea. The biggest change has appeared in power structure and appeared closely related to the change of domestic policy. The characteristics of the power structure of Kim Jong-un regime is as follow: 1) the weakening of the own and only leadership system, 2) the restoration of the party-state system and the workers' party politburo as decision-maker, 3) the replacement of power elite and rising technocrats in political standing, 4) the launch of ‘Cabinet Responsibility System’ in North Korea's economy. The characteristics of the domestic policy of Kim Jong-un regime is as follow: 1) the establishment of Kim Jong-un's political legitimacy using the dying injunctions of his father, 2) the emphasis on improvement of peoples's live and economy, 3) the emphasis on ‘Kim Jong-Il Patriotism’ and tightening of social control. Kim Jong-un regime will explore the new policy which is distinct from Kim Jong-Il era. This change is probably likely to appear in the reform and opening policy of North Korea's economy.

이 글은 김정은 체제의 권력구조와 대내정책의 특징을 분석하는데 목적이 있다. 북한은 김정은 체제 출범 이후 김정일 시대의 주요 정책에 대한 계승과 함께 변화를 모색 중이다. 현재 가장 큰 변화는 권력구조에서 나타나고 있으며, 이는 단순한 지도부 교체나 세대교체를 넘어 대내정책 변화와 밀접한 연관성을 지니고 있다. 김정은 체제의 권력구조 특징은 유일영도체계의 약화, 정치국 중심의 당-국가체제 복원, 권력엘리트 교체와 테크노크라트의 위상 상승, 경제분야에 대한 내각중심제 등을 지적하였다. 그리고 대내정책의 특징은 유훈통치를 통한 정치적 정당성 확보, 인민생활 향상과 경제분야 강조, 김정일 애국주의의 강조와 사회통제 강화 등을 제시하였다. 북한의 권력구조 및 대내정책 변화와 관련하여 향후 주목해야 할 것은 유일영도체계의 구축과 개혁․개방의 가능성이다. 김정은의 유일영도체계 확립은 정치적 연륜과 경험 증가, 새로운 권력엘리트 충원 그리고 장성택과 김경희의 쇠락 등이 맞물려야만 가능할 것이기 때문에 당분간 어려울 것으로 예상된다. 그러나 김정은 체제는 김정일 시대와는 다른 새로운 정책 변화를 모색하고자 할 것이다. 김정은은 김정일 시대와는 구별되는 자신만의 새로운 비전과 목표를 제시할 것이며, 이는 개혁․개방 정책으로 나타날 가능성이 높다.
