In spite of the industrial security policy of the government, the recent report on management of theindustrial security showed that the compliance with the policy from industry has been insufficient to preventtechnology leakages. This research focuses on how to increase the effectiveness of the industrial security policy,and proposes three policy instruments such as definite regulation, thorough instruction on security, and assistanceon the security equipments to the industrial fields. Concerning the technology leakages, prevention is the mosteffective measure, and therefore we should minimize damages from the leakages through the cooperation betweengovernment and corporations.

우리 기술유출방지를 위한 정부의 산업보안정책이 시행되고 있음에도 불구하고 이에 대한 기업측의 이행실태가 아직 미흡한 것으로 조사되었다. 본 연구에서는 정부의 정책수단 유형별로 기업 측의 이행실태를 분석하고 문제점을 도출하여 기술유출방지정책의 실효성을 제고시킬 수 있는 방안을 모색하였다. 연구결과 정책수단 유형별로 정책내용의 명확화, 산업보안 교육 증대, 기업의 보안설비 지원 등의 대책이 시급한 것으로 나타났다. 기술유출과 관련해서는 사전예방이 무엇보다 중요하며 이를 위해 정부-기업 간 긴밀한 협조체제를 구축하여 기술유출을 최소화할 수 있도록 해야 하겠다.
