Various ways to deal with a juvenile delinquent case effectively have been applied in police organization. However recently, an increase in number and a second offense rate of a juvenile delinquency did not allow them to obtain enough effectiveness of previous efforts to deal with a juvenile delinquency. So, we needed to consider an effective new counterplan in order to deal with a juvenile delinquency case effectively. The research method is the following; a plan of scientific proper guidance activities and precaution of a juvenile delinquency through analyzing environment factors related to handling a juvenile delinquency case by a police officer in charge of juvenile are presented. Problems occurring when a police officer in charge of juvenile deals with juvenile delinquency case and counterplan are presented.

청소년 비행의 양적 증가와 더불어 재범율의 증가로 갈수록 심각해지고 있어 문제해결을 위한 종래의 노력은 그리 효과적인 것이라고 할 수 없게 되었다. 여기서 비행 청소년에 대하여 보다 실효성 있는 새로운 대책을 마련할 필요가 있게 되었다. 비행청소년에 대한 소년경찰의 사건처리를 개선하기 위하여 환경요인에 따른 청소년비행 실태를 분석하여 청소년의 범죄예방과 선도활동의 과학화 방안을 제시해 보고자 하였으며 비행청소년 사건처리에 있어 소년범 조사시 전문가 참여 조사제 시범실시 사례결과를 분석하여 소년경찰의 문제점 및 향후방안을 제시하였으며 소년사건처리의 전문화 방안에 대한 논의를 통하여 다음과 같이 전문성 확대방안을 제시하게 되었다.
