As borders recede and crimes globalize in the age of increasing international interchange, the national corrections system has been confronted with the issue of dealing with crime committed by foreign national prisoners. Although foreign national prisoners account for less than 2% of all prisoners, the rate of crimes by foreigners has grown by 20~40% annually. Criminal Justice and judicial authorities are developing diverse measures to efficiently cope with 'foreigner crimes'. Recently, domestic correctional services in the Republic of Korea have confronted newly emerging crimes by foreigners such as drug abuse, organized crime and offenses against seniors. This study includes a survey and seeks to measure the overall satisfaction rate of foreign national prisoners with their lives in correctional facilities. The result finds that the rehabilitation was highly likely to be affected by provided services such as communication, and multicultural programs as well as the rate of receptiveness to multiculturalism. In short, correctional policies pertaining to satisfaction rate and rehabilitation of these elements in the Republic of Korea should be reexamined and further developed. This study provides a fundamental resource for future legal modifications and systematic countermeasures in response to the increased number of foreign national prisoners.

개방화시대를 맞이하여 국경은 무너지고 범죄는 세계화되면서 우리교정은 이제 외국인범죄의 위협 앞에 큰 과제를 떠안게 되었다. 비록 구성비는 전체수용자의 2%에도 미치지 못하지만 매년 20-40%씩 증가하고 있는 실정이다. 형사사법당국은 외국인범죄에 효율적으로 대응하기 위한 다양한 대응책을 발빠르게 강구하고 있다. 그러나 약물남용범죄, 폭력집단범죄, 고령범죄 등 최근의 범죄동향의 특징과 맞물리면서 우리의 교정행정은 새로운 위기에 직면해 있다. 연구결과, 본 연구를 통하여 외국인수용자들에게 설문 조사한 결과 수용생활만족도와 사회복귀도움만족도에 다문화 수용성, 의사소통만족도, 다문화프로그램만족도가 유의하게영향을 미치는 것으로 나타났다. 결론적으로 본 연구는 외국인수용자에 대한 교정복지정책을 수용만족도향상과 사회복귀도움이라는 방법의 모색과 함께 향후 대한민국의 모든 교정시설의 외국인수용자 증가에 대비해서서 법률과 제도를 정비하고 새로운 방안을 마련하여 외국인수용자에게 수용생활만족이라는 교정복지정책의 비젼제시의 기초자료를 제공하는데 도움이 되고자 한다.
