Propagation on the Internet cannot be overemphasized in the 21stcentury when the speed of change is staggering. The points of this thesis to spur on it are like the followings: Firstly, material and institutional infrastructure should be made for the purpose on the level of religious body. A systemic basis to improve Web-based propagation, led by religious bodies, should be created and related human resources be cradled. Secondly, stories to give a new life to Buddhist cultural contents should be found. The basic Buddhist cultural contents that many people can access on the Web should be beefed up and the contents’ utility needs to be raised by means of storytelling. Thirdly, it should be given more attention to create a model of Web-based Buddhist sanctuaries to be in charge of propagation and Buddhist practice on the Web. Exemplary cases of contents should be brought to the fore among those of the existing sanctuaries while encouraging Buddhist practice more on the Internet. At the same time, the ways to link online with offline should be sought after for simultaneous propagation in both settings. Fourthly, urgent is the development of two-way contents ahead of time. Web-based propagation’s success depends on two-way communication. Cyber-propagation must be able to sympathize with people. As such, indispensible is more contemplation on how to use various Buddhist cultural contents to stimulate the five senses and induce participation. Fifthly, models to tidy up the information on the Internet must be made along with an organization for cooperation that comprehends academia, religious bodies and contents users. Such integrated organization will have to take the lead in producing quality contents by means of support rather than control. Its functions are also to include supporting cyber-propagation systematically; helping incorporating more IT elements into the world of Buddhism; monitoring relevant information on the Web and screening out those falling short of certain standards; spreading exemplary cases through monitoring to create a virtuous cycle of contents re-creation. It is necessary, by following these steps, to make out a virtuous circle in which official propagation websites and power blogs for individual propagators can help grow each other. Sixthly, international cooperation for the purpose should be boosted. The Internet is characterized by having no boundary and being open to everyone. As it has been so, the extension of the medium will boundless, transcending national borders. Thus, there is no doubt over the necessity of international cooperation for the purpose.

21세기의 급변해가는 시대에 인터넷 포교의 중요성은 아무리 강조해도 지나치지 않다. 이를 활성화하기 위해 본 논문에서 주장하고자 하는 점을 몇 가지로 요약하면 다음과 같다. 첫째는 종단 차원에서 인터넷 포교를 지원할 수 있는 물적, 제도적, 인프라를 구축해야 한다. 인터넷 공간에서 종단이 주도적으로 인터넷 포교 환경을 개선하기 위한 다양한 제도적, 물적 토대를 마련하고, 전문인력 양성을 서둘러야 한다. 둘째는 불교문화콘텐츠에 새로운 숨결을 불어 넣을 스토리를 발굴하여 야 한다. 인터넷 환경에서 많은 사람들에게 널리 활용될 수 있는 기본적 인 불교문화콘텐츠를 적극적으로 지원하고, 불교문화콘텐츠의 활용도를 높혀갈 스토리텔링 개발이 시급하다. 셋째는 사이버 포교 및 사이버 신행활동을 담당할 사이버 법당의 모델 창출에 신경써야 한다. 현재 다양한 사이버법당의 콘텐츠 가운데 모범적인 사례를 발굴하고, 인터넷 환경은 물론 사이버 공간 상에서 신행활동 을 적극 장려해야 한다. 아울러 사이버 공간과 오프라인 공간이 함께 연 계될 수 있는 방안을 마련해 온라인, 오프라인 포교를 함께 이루어 가야 한다. 넷째는 시대를 이끌어 나갈 쌍방향 콘텐츠 개발이 시급하다. 인터넷 포교의 성공 여부는 쌍방향 커뮤니케이션에 달려 있다. 사이버 포교는 반드시 인간의 감성적인 영역에서 그 성패가 달려 있으므로 다양한 불교 문화를 담은 콘텐츠를 어떻게 다양한 방법으로 오감을 자극하여 참여를 이끌어 낼 것인가를 고민해야 한다는 것이다. 다섯째는 인터넷 환경의 다양한 정보를 정화시킬 모델을 창출해야 한 다. 학계-종단-사용자 등을 총망라하는 인터넷 관련 통합 협력 기구가 필요하다. 통합 협력 기구는 통제보다는 지원을 통해 보다 양질의 콘텐츠 를 생산해내는 모범을 전파하는데 적극적인 지원을 담당해야 할 것이다. 향후 사이버 포교 및 불교정보화 사업 등을 체계적으로 지원하며, 인터넷 공간 속의 불교정보를 모니터링해 쓰레기 정보를 걸러내는 것은 물 론, 모니터링을 통한 모범의 전파로 양질의 콘텐츠를 재생산해내는 선순 환을 주도적으로 이끌어 나가는 역할을 담당해야 한다. 이를 통하여, 공식적인 인터넷 포교 사이트는 물론 개인 포교사들을 위한 파워블로그의 양성을 통한 선순환 시스템을 구축할 필요가 있다. 여섯째는 인터넷 포교를 위한 국제적 협력이 시급하다. 인터넷은 국경을 뛰어 넘어 언제, 어디서나, 누구나 인터넷 공간으로 진입이 가능하며, 이러한 공간의 확장은 국경을 이미 뛰어 넘고 있다. 향후 인터넷은 열려 진 매체의 성격 상 국경을 초월하여 무한히 확장하므로 이러한 환경하에서 국제적인 협력은 당연한 과제라고 할 수 있다.
