Recently, ottchil (oriental lacquer) has been in the spotlight as an eco-friendly material. However, the quantity of ottchil is insufficient, and as a result a large quantity of imported ottchil and cashew nut shell liquid are being used as ottchil. This study was carried out to provide the basic data for the establishment of measures to increase ottchil production. There are some problems in the domestic production and distribution of ottchil. First, the current status of ott-tree cultivation indicates a regional imbalance. Second, poor management has caused the profitability of ottchil to drop . Third, the production of ottchil has been reduced because of the lack of a management system and the human resources required to collect ottchil. Finally, the pre-modern distribution system for ottchil has resulted in low quality and irrational pricing. To improve this situation, organized production, revitalized distribution and the fostering of skilled human resources is required.

최근 옻칠은 친환경 소재로서 각 분야의 관심을 받고 있으며, 천연재료인 옻에 대한 인식이 달라지고 있다. 이에 부응하여 새롭게 발돋움하는 옻칠산업의 성장을 위해서는 원료 공급 측면에서의 옻나무 재배와 채칠 및 유통 구조 부문, 생산 측면에서의 옻칠을 재료로 하여 제품을 창출하는 부문, 소비 측면에서의 옻칠 제품의 판매와 구매가 이루어지는 부문들이 균형을 이루며 발전해야 한다. 그러나 한국의 현황은 기본 자원인 옻칠의 공급이 부족하여 수입산 옻칠과 옻칠 대용으로 화학도료인 캐슈넛쉘액이 널리 사용되고 있다. 그리하여 본 연구는 옻칠 증산(增産)을 위한 대책 수립의 기초 자료 제공에 목적을 두고 한국의 옻칠 생산과 유통 현황에 대해 조사하고 분석한 후 다음과 같은 문제점을 진단하였다. 첫째, 옻나무 재배는 지역적으로 편중(偏重)되어 있다. 둘째, 경영의 영세성으로 옻칠을 대량 생산할 수 있는 체계적인 옻나무 관리 시스템을 갖추지 못하고 있다. 셋째, 고소득을 창출하지 못하는 비효율적인 생산을 하고 있다. 넷째, 채칠(採漆) 인력의 부족과 열악한 채칠 환경은 옻칠 생산의 저하를 초래하고 있다. 다섯째, 전근대적 유통 환경으로 옻칠의 품질 신뢰도는 저하되고 비합리적인 가격이 형성되고 있다. 그러므로 이런 취약한 옻칠 관련 환경을 개 선하기 위해서는 무엇보다도 옻칠 생산의 체계화와 유통의 현대화가 요구된다. 그리고 이를 이끌어 나갈 전문 인력자원의 확보를 위하여 보다 다각적이고 전문화된 교육 환경 구축의 지원이 병행되어야 할 것이다.
