The purpose of this study is to investigate the problems of government's measures to eradicate school violence released in Feb. 2012 and to find out the usefulness of social welfare approach in improving their problems. The major problems of government's measures are as follows. First, the government's measures are not systematically integrated but just enumerated in response to their causes. Second, key organization and personnel which may elicit the active participation and cooperation of lots of related agencies in a community network are not involved. Third, the measure to monitor, connect, and adjust a variety of interventions in order to prevent and eradicate school violence is not included Fourth, the expertise of personnel who are responsible for school violence is not considered inadequately. Fifth, it is inappropriate to form all the related committees in charge of school violence as ad hoc. The main merits of social welfare approach which may be available to improve the government's measures are as follows. First, the ecological system perspective can consider the influence of individual factors as well as the interrelationships of individual factors and their effects by taking a integrated approach to the problems of school violence. Second, school-community partnership building model or integrated school -related services model as school social work practice models may be so effective to respond to the problems of school violence. Third, case management techniques can be utilized to connect and adjust a wide variety of services, provided in various organizations related to school violence agencies. Fourth, school social workers may be more competent than any other expert, as they have sufficiently experienced in the referral, adjustment, advocacy, and mediation of a variety of social service.

본 연구의 목적은 2012년 2월 정부의 학교폭력 근절을 위한 종합대책을 다각도로 평 가하여 문제점들을 도출하고, 그러한 문제를 해결하기 위한 방안으로서 사회복지적 접근 의 유용성을 모색하는데 있다. 정부의 학교폭력 근절을 위한 종합대책에 대한 분석결과 다음과 같은 문제점들이 드 러났다. 첫째, 학교폭력에 대한 통합적이고 체계적인 관점에서 대책들을 제시하고 관련 짓기보다 원인별로 열거하는 수준에 그치고 있다. 둘째, 학교폭력 관련 유관기관들의 적 극적 참여와 협조를 끌어낼 수 있는 네트워크 주도 기관 및 전담인력 관련 사항이 대책 에 포함되어 있지 않다. 셋째, 학교폭력 예방 및 대처 관련 다양한 서비스를 기획하고 연결하며, 조정하는 대책이 강구되지 않았다. 넷째, 학교폭력 예방 및 대책업무를 담당 하는 인력의 전문성이 고려되지 않았거나 일부 부적절하였다. 다섯째, 학교폭력 근절 대 책을 추진하는 주요 조직으로 학교폭력대책위원회, 학교폭력대책지역위원회, 학교폭력대 책지역협의회, 학교폭력대책자치위원회 등을 두고 있는데 이들 조직을 모두 일률적으로 비상설 위원회 형태로 구성한 것은 부적절하다. 이러한 문제점들을 개선하여 학교폭력 근절 대책들의 실효성을 확보하는데 유용한 도 움을 줄 수 있는 사회복지적 접근은 다음과 같다. 첫째, 생태체계적 관점은 학교폭력 문제를 통합적으로 접근함으로써 학교폭력에 대한 개별적 요인들의 영향 뿐 아니라 개별적 요인들의 상호관계 및 영향을 함께 고려할 수 있다. 둘째, 학교폭력문제에 대응하는데 학교사회복지 실천모델 중 학교-지역사회협력구 축모델과 학교연계통합서비스모델은 유용하다. 셋째, 학교폭력 관련 다양한 기관들의 다 양한 서비스를 종합적으로 관리하는데 사례관리 기법은 유용하게 쓰여질 수 있다. 넷 째, 학교폭력 관련 전담부서나 전담기구의 인력으로 비전문가나 상담 중심의 인력보다는 서비스의 의뢰, 조정, 중재, 옹호 등의 역할을 경험한 학교사회복지사가 보다 유용할 수 있다.
