The rapid growth of China’s export credit insurance usage(penetration) rate in the Hu Jintao era was largely base on the prudent improvement of related laws and the establishment of exclusive organization(SINOSURE), especially in legislation aspect, various notices from central government and SINOSURE headquarter down to local government bureaux and business offices. In the second period of Hu Jintao era, a considerable volume increase of export credit insurance usage rate came from the strengthening of risk and business management department in SINOSURE headquarter, moreover the policy drive for export promotion on the global financial crisis. China in the Hu Jintao era, in spite of outstanding performance in export credit insurance operation, give some assignment awaiting solution to next government, which comprise the enactment of export credit insurance law for stability and responsibility, the arrangement of government organization (specialized bureau, intergovernmental committee, affiliated agency) for supervision and support, and the diversification of SINOSURE business limited to such commodities as short-term export credit insurance.

후진타오 시대 수출신용보험 활용률의 금속한 증가는 제도도입 초기 경제성장과 시장요구에 부응하는 현대적 법제 기반의 구축, 그중에서도 수출신용보험의 실효적 집행을 위한 “통지”와 일선 기관 업무지침의 마련, 나아가 수출신용보험 업무추진을 위한 전담 조직으로 SINOSURE의 설립과 확대 등이 큰 영향을 미쳤다. 또한 후진타오 집권 2기에서 보이는 절대적 활용률 규모의 증가는 영업조직의 양적 확대 외에도 글로벌 금융위기에 대응한 본부의 위험 및 영업관리 부서의 강화, 대외수출에 대한 적극적 지원 정책 추진에 힘입은 바 크다. 이러한 후진타오 시대 수출신용보험은 그 운용성과에도 불구하고 2012년 개막할 시진핑 시대에 다음과 같은 과제를 던져주고 있는 바, 첫째 수출신용보험 운영의 안정성과 책임성을 높여 가기 위한 특별법의 제정, 둘째 정부조직 내외에 전문인력을 갖춘 전담부서 혹은 산하기관 배치, 셋째 단기수출신용보험에 편중된 영업활동의 탈각과 사업 운용의 다변화 등이다.
